West Branch BOE briefed on budget

BELOIT- School funding in the governor’s proposed state budget could help push the West Branch school district further into deficit, according to Treasurer Daniel Telzrow.

Telzrow reported at Thursday night’s school board meeting that the governor’s proposed school funding plan could possibly decrease the district’s projected bottomline more than $242,000 in Fiscal Year 2015 to a deficit of $1.2 million. The district could also receive $178 less per student than in 2009, the last year of true working funding formula, he added.

According to Telzrow, the funding drop can be attributed to a greater percentage of districts receiving money from funds reserved for certain types of districts, such as those for poorer areas. The proposed funding plan also eliminates guaranteed funding, which makes up 20 percent of West Branch’s total per student funding.

The budget has not yet been approved by either the Ohio Assembly or Senate.

The school board agreed to schedule a series of public meetings to share the information with residents.

In other business, the board rehired Dr. Scott Weingart as superintendent effective March 4 under the retire/rehire provision. The contract, which runs through August 2015, will include a 10 percent salary reduction from his prior contract.

The board also accepted the retirement effective July 1 of middle school teacher Diana Nordquest, who has been with the district for 15 years, and accepted the retirements of high school teacher Terry Romigh and third-grade teacher Linda Imhoff under the retire/rehire provision.

Additionally the board hired for the remainder of the 2012-13 school year Stephanie Cope as a transportation aide, Sherry Hoffmeyer as a classified substitute and Michelle Peterson as a certified substitute. The board also hired Ashley Bartley as a home instructor and John Zamarelli as technical support in the auditorium for the 2012-13 school year on an as needed basis; and agreed to compensate Christa Harris for choreographing “Annie” funded by the musical fund.

The board also approved supplemental coaching contracts for the 2012-13 school year to Rebekah Zets, girls track assistant; John Schuster, boys track middle school; Jackie Lyons, boys track middle school assistant; Alyssa Flitcraft, girls track assistant; and Russ Moyer, girls track middle school assistant. The board also approved the distribution of baseball stipends equally among the four coaches hired for the 2012-13 school year.

The board also accepted donations of $500 anonymous to the FFA, $200 from West Branch Alumni to the choral department and $100 from Leland VanCamp and $50 anonymous to the district for staff lunch expenses.

The next regular board meeting is scheduled for 7:30 p.m. March 28 in the high school Media Center.
