Lack of quorum postpones business in Washingtonville

WASHINGTONVILLE – No meeting was held in the village Monday without a quorum of four council members. Three of council’s six members, including Laura Trummer, Becky Vignon and Council President Ramona Custer were absent.

Council was set to hear a second reading on an ordinance establishing wages and other conditions for employment in the village.

There are no raises in the ordinance that when passed will set the clerk wages at an amount not to exceed $175 per month; fiscal officer, not to exceed $750 per month; the water and sewer clerk not to exceed $550 per month; the clerk of mayor’s court not to exceed $325 per month; the water and sewer superintendent not to exceed $19.60 an hour; the water and sewer laborer not to exceed $14 an hour.

Other rates include, police chief not to exceed $11 an hour; assistant police chief not exceed $10 an hour; sergeant not to exceed $9.50 an hour; corporal not to exceed $9.25 an hour; and police officer not to exceed $9 an hour.

Street department laborer pay is not to exceed $9.50 an hour.

Council was also set to hear two Ohio Public Works Commission grant/loan application proposals to repair the Boston Street culvert by W.E. Quicksall & Associates. The application is due on Nov. 4.

If approved, the money will be issued July 1, 2014 for a project cost of $113,500.

The first option is for an 11 percent local share with $49,000 in grant money and $51,000 for a zero-interest loan with annual payments of $1,717 over 30 years.

The second option has an 11 percent local share of $12,500 with a 25 percent grant of $25,200 and a 75 percent loan of $75,800 with annual payments of $2,527 over 30 years.

Council is expected to hear the proposal during it next regular meeting on Aug. 19.
