3rd parking lot paved at Courthouse
ISBON -Columbiana County commissioners are in the process of putting the finishing touches on the latest of the courthouse parking areas.
R & R Paving was recently hired to blacktop the gravel parking lot south of the courthouse along West Washington Street on the site of the former Carl Building. New sidewalks were also installed at a cost of $5,500, with Robert Flory of Salineville doing the work.
Like the other two courthouse parking lots resurfaced last year, these contracts were awarded without being run through a meeting or with board approval. Commissioners are of the opinion they are not mandated by law to run every action they take through a meeting and vote on it, including what they consider routine maintenance contracts, as long as the expenditure is under the new $50,000 minimum needed before formal bids are required.
Commissioners were asked about the expenditures at this week’s meeting after seeing workers completing the work on the parking lot.
Meanwhile, at this week’s meeting commissioners approved renewal of a one-year contract for child support collection services between the county Department of Job and Family Services and county Juvenile Court. The contract is for $313,300, with the federal government reimbursing the JFS $206,798.
In other action, commissioners received a request to close an unused road in Negley. The request was from Mark R. Perry, who owns the property around Gaston Road, which totals a half-acre in size. The required public hearing is to be held at 9:15 a.m. Sept. 25 before commissioners can act.
