Commissioners approve RUMA for near Guilford Lake

LISBON – With another gas gathering line in the works, Columbiana County commissioners on Wednesday approved a Road Use Maintenance Agreement for roads north and east of Guilford Lake.

This RUMA with Cardinal Gas Services LLC of North Canton covers 5.7 miles of the roadways in both Butler and Salem townships.

Two miles of the roads are on Winona Road, beginning at Whinnery Road traveling east to Depot Road. Another 2.7 miles travel Depot Road south from Winona Road to state Route 172. The covered roadway also includes a one-mile portion Teegarden Road, from Depot to Vincent Road. According to a map attached to the RUMA, the roadway goes to the Salem Reservoir.

The RUMA provides for the strengthening of infrastructure prior to the use of heavy equipment,

repair and maintenance of the roadway and any bridges in the route. Additionally, it covers the condition of those roads, including dust control, while oil and gas pipelines are built in that area through their completion.

This latest project is going to be known as the Teegarden Gathering Line.

Commissioner Tim Weigle had reported at a meeting earlier in the week there were 89 RUMA agreements already in the county due to shale gas and oil drilling activities. Those RUMAs have meant more than $20 million in infrastructure upgrades to local roads, bridges and culverts.

Weigle was not at Wednesday’s meeting, excused so he could attend the Eastern Ohio Development Authority meeting on behalf of the county commissioners.

In other matters before the board on Wednesday:

-Commissioners announced there will be a public hearing at 9:15 a.m. Oct. 30 regarding a road vacation request in the New Garden area.

– Chief Deputy Engineer Bob Durbin requested commissioners release the remaining $2,040 from an escrow account, after it was determined Redtail Drive in Fairfield Township meets the county’s requirements for subdivisions. The matter passed.
