Kasich budget plan will reduce funding growth

SALEM– Although it will not be losing state funding under the governor’s proposed budget, the Salem City School District will not be getting as much as it has been.

School Treasurer Robert Barrett explained the proposed budget to the school board Tuesday night, noting the district is considered a “capped district” that cannot exceed a certain amount of funding based on growth rate.

Barrett told the board the current cap is 7.5 percent growth from the previous year’s funding, but that number would drop to 5 percent in the proposed one. So even though the district is still slated to receive additional money under the proposed budget, it will not get as much as it would under the current one.

If the budget is approved as proposed, the district will see $900,000 less over the next two years than it would have under the current budget, Barrett said. The district is projected to receive $440,000 more funding under the proposed budget.

The budget must still be approved by the Ohio house and senate before it can be finalized by the governor. It must be ratified by June 30.

In other business, the board granted supplemental coaching contracts for spring 2017 to Todd McLaughlin for junior varsity boys baseball and Emily Stacy and Rebecca Devlin for shared junior varsity girls softball; and reaffirmed supplemental coaching contracts for the 2016-2017 school year for Vincent Nittoli, head girls basketball, and Renee Farina-Dreger, eighth-grade girls basketball.

The board also hired Judy Hill as interim special education director for up to 24 days beginning Jan. 19 and Douglas Keller as a high school custodian; and approved Wayne McDevitt as high school interim principal as needed beginning Feb. 27.

Additionally the board created a fund for the purpose of the eventual replacement of the football stadium artificial turf and transferred $25,000 into it from the general fund, accepted a donation of $500 from Larry Frost for the girls basketball program and approved the College Credit Plus master agreement with Kent State University for next school year.

Also at the meeting, the board granted permission for the Salem Kiwanis Club in conjunction with the Junior High School to establish a Builders Club beginning next school year. Part of Kiwanis International, Builders Club is a student led service club designed for middle school students.
