Leetonia council to review solicitation law

LEETONIA– Village Council will review an old ordinance regulating solicitation of goods or services within village limits.

Councilman Jim Pittman last month asked Village Solicitor Walter Newton to investigate the possibility of completely banning door-to-door sales in the village. At Wednesday night’s council meeting, Newton reported that such action has been struck down in court and that he believes a complete ban on solicitation to be unconstitutional.

However, Newton said council can regulate solicitation and he produced a 1980 ordinance that does so. He said a copy of the ordinance has been given to Mayor Kevin Siembida and Village Administrator Gary Phillips to share with council.

Siembida, who suggested increasing permit fees to deter companies from soliciting in the village, said council members should review the ordinance to determine what needs updated and changed. Once council members have had a chance to review the ordinance, a committee meeting can be scheduled to discuss it, he said.

In other business, council discussed the manhole replacement project, noting how nice the two that have been replaced on Lisbon and Columbia streets turned out. Phillips noted that the new manholes should last up to 100 years and are now wide enough to actually allow someone to enter it for repairs.

Additional replacements have been postponed until the state Route 14 bridge project is complete to avoid traffic congestion experienced during the two completed replacements, Phillips added.

Also at the meeting, council approved the purchase of three sets of turnout gear for the new fire department hires at a cost of $2,400 each.

A community yard sale to raise funds for the beautification committee is scheduled for 9 a.m. to 4 p.m. June 30 at Wick Park. Spaces approximately 15 feet by 15 feet cost $10. For information or to register call Karen Jones at 330-428-6959.

A pancake breakfast to raise funds to a downtown splash pad is scheduled for 8 a.m. to 1 p.m. July 8 at the American Legion. Cost is $7 for adults, $5 for children and free for children under 2 years old.

There will also be a community fundraiser for the splash pad from 6 a.m. to 9 p.m. July 11 at the Salem Bob Evans in which 15 percent of an order will go toward the splash pad when the customer presents a flyer for the fundraiser at checkout. Flyers are available at village hall.

The next regular council meeting is scheduled for 7 p.m. July 18 at village hall.
