County approves septic projects

LISBON — Several septic projects through the Water Pollution Control Loan Fund were approved at last week’s meeting of the Columbiana County Board of Health.

The board approved the bids of Windturbines of Ohio for bid group one, $34,233 and bid group two, $31,091; Advanced Excavating and Septic Services LLC, bid group three, $28, 588; and Gruber Excavating, bid group four, $37,431, and bid group five, $14,955.

The final bid group is a project the board has been concerned about, which was bid last year and the property owner did not proceed with the project at that point due to his finances. Health Commissioner Wes Vins said the bid came in between $6,000 and $7,000 less than last year, which should save the property owner some money.

The board agreed to advertise for bids for a sixth bid group, due to money still being available in the fund for this year. The WPCLF program allows the health department to work with low-income homeowners with failing septic systems to get repairs or replacements made.

In other matters:

— The board of health approved the Don Heverly, a Kent State University student and Air Force veteran, as the intern through the mosquito grant. Heverly will be in charge of trapping mosquitoes and educating the public. The board also approved Steven Wargo as a part-time sanitarian to assist three days a week with inspections of wells and septics through the end of October. Vins said both will be great additions to the department.

— The board issued a board order against Gerald Andrew and Amanda Jackson, Washington Street, Washingtonville, who have not been complying with orders against their property.

— The board approved variances for Linda Cundiff, Mantle Road, East Rochester, who needed to replace a water well at a Maple Street, Minerva, property, but the distance requirement could not be met; and for Royal Nelson, Woodbine Avenue, East Liverpool, who needed a new sewer pipe going to the home, but could not replace what was under a deck.
