Youngstown man charged with trafficking LISBON — Jean E. Tapscott, 29, Youngstown, was served a secret indictment on charges of trafficking in drugs and possession of drugs. On Dec. 10, 2016 Tapscott allegedly sold heroin, a least 10 grams but less than 50 grams, on Dec. 10, 2016. Additionally Tapscott is alleged to have had at least a gram of heroin, but less than five grams of heroin. The indictment was issued by the grand jury in August. Johnell R. Page, 54, Canton, is charged with three counts of theft and two counts of passing bad checks. Page allegedly stole tires from Stadium Chevrolet and Salem Chrysler Jeep Dodge, as well as miscellaneous merchandise from Busy Beaver Hardware on April 7, 2017. Page is also accused of writing two checks on that date on an account without the money to cover it. The indictment was issued in July.
