Grand jury issues 19 indictments

LISBON – The Columbiana County Common Pleas Court grand jury issued 19 indictments, including four open indictments, during the May session this week. Included in the open indictments is a man accused of inducing panic when the Calcutta Walmart was evacuated on April 9.

John S. Hester, 53, 16 School Road, Irondale, is charged with a third-degree felony robbery and fourth-degree felony inducing panic. According to court documents, Hester is charged with using or threatening to use force against Stephanie Ketchum on April 1 in the commission of a theft. Additionally, he is charged with causing the evacuation of the Walmart in Calcutta on April 9 after allegedly planting a suspicious electronic device which employees believed to be a bomb. The device was not explosive.

Delbert R. Hall, 35, Avondale Street, East Liverpool, is charged with fourth-degree felony domestic violence for allegedly harming or attempting to harm Jenny Olmstead on April 9. Hall has a previous conviction in East Liverpool Municipal Court for domestic violence in Dec. 6, 2007.

Michael J. Spencer, 25, Haessley Road, Hanoverton, is charged with a fifth-degree felony possession of drugs for allegedly having morphine in his possession on March 7.

Walter P. Whaley, 44, Hillview Drive, Hanoverton, is charged with first-degree misdemeanor domestic violence for allegedly causing Della Reed to believe she was in imminent physical danger. Whaley has been convicted of previous domestic violence charges in Northwest Area Court on Aug. 3, 1995, County Municipal Court on Aug. 14, 2007 and in Common Pleas Court Aug. 20, 2009.

The remaining 15 secret indictments will be released as they are served.
