MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Tuesday, Anthony C. Weber, 22, state Route 517, Lisbon, was fined $950, had his license suspended for 180 days, was sentenced to three days in a driver’s program and required 50 hours community service for OVI first offense, reckless operation, lane violations and obstructing official business for allegedly refusing to cooperate with Perry Township police requesting his driver’s license, registration, proof of insurance and for him to exit his vehicle on March 7. A resisting arrest citation was dismissed.

Tommy L. Hart, 26, state Route 45, Lisbon, was credited with 14 days in jail served for resisting arrest when Lisbon police attempted to take him into custody on a warrant on Feb. 27, 2010.

Alisa A. Urbain, 42, Vine Street, Salem, was fined $300, had her license suspended for 180 days and required 50 hours community service for persistent disorderly conduct and marijuana paraphernalia after she refused to leave her music turned down when requested by police on May 9 and had two marijuana pipes in plain view in her apartment.

Joseph M. Morris, 40, Lincoln Avenue, East Palestine, was fined $250 and required 25 hours community service for driving under FRA suspension.

David R. Wales, 24, Renkenberger Road, Columbiana, was fined $160, sentenced to three days in jail and required 30 hours community service for driving under a 12-point suspension, speeding and a seat belt violation.

Randy Callehan, 22, West Main Street, Salineville, was fined $150 and credited with 14 days served in jail for theft for twice taking alcoholic beverages from a cooler and leaving B and K Beverage in Salineville without paying for them.

Alleisha N. Leadbitter, 21, state Route 165, East Palestine, was fined $150 for unsafe vehicle amended from speeding.

Jacob E. Miles, 18, Glenn Road, Lisbon, was fined $150 and had his license suspended for six months for drug paraphernalia for a marijuana pipe.

Joseph J. Desarro, 19, Susan Drive, East Liverpool, was fined $100 for no license and a stop sign violation.

Brandon A. Betz, 28, state Route 9, Kensington, was fined $100 and required 50 hours community service for failure to reinstate a license.

Maurico Pachico Lopez, 29, East Fourth Street, Salem, was fined $50 for no license.

A citation of driving under FRA suspension was dismissed against Melinda Sue Clark, 24, Ohio Avenue, East Liverpool.

A June 27 pretrial was set for William E. Oiler Jr., 33, state Route 518, Lisbon, charged with domestic violence and drug paraphernalia. According to court documents, on Monday he is accused of striking Kathleen Shasteen several times, pushing her off the wall and pushing her off a vehicle in the driveway. At the time of arrest, Oiler reportedly had a marijuana grinder in his back pocket at the time of arrest.

A July 1 pretrial was set for Michael J. Martin Jr., 26, Mahoning Avenue, Alliance, charged with domestic violence for allegedly on Monday throwing to the ground his girlfriend, Billie Jean Presley, holding her down against her will and assaulting her even as his sister attempted to intervene.

A July 2 pretrial was set for Christopher L. Joy, 28, 17th Street, Wellsville, charged with domestic violence after allegedly striking his wife, Heather Joy, in the mouth with her cell phone on Monday.

A July 18 pretrial was set for Fred A. McShan, 33, Steubenville, cited with speeding.

A July 29 pretrial was set for Jacob B. McEldowney, 26, Carey Road, Salem, cited with OVI first offense, use of an unauthorized plate and speeding.

A July 29 pretrial was set for Robert J. Czopur, 73, Youngstown, cited with OVI first offense.

An Aug. 1 pretrial was set for Joshua Steven Jones, 21, Columbiana Waterford Road, Columbiana, cited with OVI first offense and failure to control after the vehicle he was reportedly driving in the early hours of Thursday was found crashed in the ditch on Metz Road.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Monday Rebecca P. Watkins, 34, Alliance, was bound over to the Columbiana County Common Pleas Court grand jury on a theft charge. Court documents allege Watkins stole 28 hydrocodone pills from the Circle Care Center on June 16.

A July 8 pretrial was set for Jonathan J. Abbott, 26, Jennings Avenue, Salem, charged with assault and obstructing official business for allegedly striking Allen N. Ameno twice and stabbing him in the back in the area of Stadium GMC in Salem early on Sunday and then running from police.

Stacy L. Linkous, 44, Wells Hollow Road, Wellsville, was fined $675, sentenced to three days in jail and had his license suspended for 180 days for OVI first offense and a license plate light.

De’shon G. Pullie, was fined $300, required 50 hours community service, credited with 35 days in jail served with seven left to serve for assault, aggravated menacing and criminal damaging. Additional charges of menacing and two counts criminal damaging were dismissed. According to court documents, Pullie broke belongings of Sanna Surace, punched her in the nose, threatened to kill her if she did not return and offered to destroy her apartment.

Walter P. Whaley, 44, Hillview Drive, Hanoverton, was fined $200, credited with 70 days served and sentenced to an additional 30 days in jail for domestic violence for threatening to beat Della Reed on April 16.

Dale A. McIlvain, 45, Rochester Road, Kensington, was fined $250 and required 40 hours community service for driving under suspension.

Jacob E. Miles, 18, Glenn Road, Lisbon, was fined $150 and had his license suspended for six months for drug paraphernalia for a marijuana smoking pipe.

Brandon R. Stonestreet, 20, Gavers Road, Hanoverton, was fined $130 and required 50 hours community service for no license and failure to control.

Daniel J. Steeves, 30, James Drive, Wellsville, was fined $100 and credited with two days served for disorderly conduct amended from domestic violence for grabbing his live-in girlfriend by the neck and choking her on May 28.

Paul M. Smith, 18, Tomahawk Drive, Negley, was fined $100 and had his license suspended for six months for possession or use of a controlled substance for marijuana in a prescription pill bottle.

Rebecca C. Grey, 20, Echo Dell Road, East Liverpool, was fined $60 for a stop sign violation and child restraint violation.

John L. Hill, 49, Front Street, Negley, was fined $50 for disorderly conduct for playing his music loudly after being told twice by deputies to turn it off.

Michael A. Hamilton, 24, Benton Road, Salem, was fined $50 for disorderly conduct for publicly urinating along a road with heavy traffic.

James M. Knepper, 55, Old Fredricktown Road, East Liverpool, waived his right to an extradition hearing so he can be returned to Hancock County, W.Va., on a charge of failure to pay child support.

LISBON In Columbiana County Municipal Court Friday, Levi N. Gorby, 24, state Route 154, Lisbon, driving under FRA case dismissed.

Chad A. Saunders, 33, North Pearl Street, Columbiana, was fined $250, placed on two years’ intensive probation and ordered to perform 40 hours community service for driving under FRA suspension.

Christopher A. Juillerat, 24, West Pershing Street, Salem, was fined $100, placed on two years’ intensive probation and ordered to perform 25 hours community service for driving under FRA suspension.

Jessica F. Moore, 23, Beacon Way, East Liverpool, was fined $1,000, sentenced two years’ intensive probation and ordered to perform 10 hours community service for driving under suspension and speeding.

Terry A. Hughes II, 32, state Route 170, Negley, was fined $200, given credit for one day jail served, placed on two years’ intensive probation and ordered to perform 30 hours community service for driving under suspension and failure to control.

Jennifer A. McNeely, 33, state Route 172, East Rochester, was fined $150 for unsafe vehicle.

Jacob S. Stryffeler, 21, Beloit, was fined $280 and placed on two years’ basic probation for drug paraphernalia, unsafe vehicle and use of unauthorized plate.

Steven M. Oberg, 28, Geneva, Ashtabula County, was fined $150 for unsafe vehicle.

Thomas W. Haines IV, 19, state Route 170, East Palestine, was fined $100, had his driver’s license suspended 180 days and placed on two years’ monitored probation for drug paraphernalia.

Casey M. Cunningham, 32, Baum Street, East Liverpool, was fined $150 and sentenced 90 days jail with credit for 35 days served for obstructing official business.

Michael W. Bowen, 63, Orchard Street, East Liverpool, was fined $50 and had his driver’s license suspended, with limited privileges, for 180 days for possession of marijuana.

Daniella R. Hamner, 23, Sebring, was fined $100, placed on two years’ intensive probation and ordered to perform 20 hours community service for driving under suspension.

A June 27 pretrial was set for Britney S. Dermotta, 26, South Union Avenue, Salem, charged with domestic violence.

MUNICIPAL COURT

LISBON -In Columbiana County Municipal Court Thursday John A. Stoffer, 50, South Broadway, Salem, was bound over to the Columbiana County Common Pleas Court grand jury on a possession of chemicals for a drug offense. Bond was set at $50,000.

According to court documents, Stoffer had the chemicals needed to create methamphetamine in his possession on May 30, including fuel, muratic acid, ammonium nitrate and empty packs of generic pseudoephedrine products.

Steven F. Scarpaci, 39, Niles, was fined $725, had his license suspended for 180 days, was sentenced to three days in a driving program and required 25 hours community service for OVI first offense and speeding. A no license citation was dismissed.

Mandy Jo Metzgar, 30, Yates Road, Salem, was fined $500 for permitting underage consumption for a beer she reportedly served a 19-year-old at the Flying Pig Saloon on March 15.

An obstructing official business citation was dismissed against Marcelino Francisco Sebastian, 22, Rose Avenue, Salem. Court documents noted during an April 22, 2013 traffic stop where Sebastian was the passenger, he also had several identification cards in his possession, including some with the name Omar Romero, the name he reported was working under at FreshMark. The U.S. border patrol was contacted, but would not respond to take him into custody.

Heather K. Ferguson, 28, East 10th Street, Salem, was fined $250 and sentenced to 180 days in jail for theft for concealing several items in her purse on March 20 and walking past the register in Dollar General, East State Street, Salem. The items totaled $4.50.

Ryan S. Turner, 24, Youngstown-Pittsburgh Road, Petersburg, was fined $180 for unsafe vehicle and no license amended from failure to reinstate a license.

Terry S. Bylenok Jr., 40, Bessemer, Pa., was fined $100 for driving under suspension.

James L. Radman, 27, Kelly Park Road, Columbiana, was fined $100 for driving under FRA suspension.

A June 25 pretrial was set for Joseph M. Smith, 27, North Ellsworth Avenue, Salem, charged with theft for allegedly attempting to shoplift $95 in merchandise including DVDs and BluRay movies from Giant Eagle in Salem on Jan. 21.

A June 27 pretrial was set for Eric J. McMannis, 26, Weirton, W.Va., cited with possession of drugs for alprazolam allegedly found in his vehicle during a traffic stop on Wednesday. A pretrial was set on the same date for Tyler P. Fisher, 28, Weirton, W.Va., charged with marked lanes and possession of instruments to ingest or inhale a controlled substance during the same traffic stop.

A June 27 pretrial was set for Nicholas A. Anderson, charged with domestic violence for allegedly punching Rachelle Anderson in the face and slamming her head on the floor on Monday.

Cushman, 19, Pearce Circle, Salem, charged with underage consumption and criminal damaging for allegedly causing multiple dents by hitting the vehicle of his ex-girlfriend’s vehicle while he was intoxicated on June 8. Additionally, he was reportedly found intoxicated at a party on Tuesday.

LISBON – In Columbiana County Municipal Court, David A. Hull, 51, Blueberry Drive, Columbiana, was fined $725, had his license suspended for 180 days, sentenced to three days in jail and required 25 hours community service for OVI first offense and marked lanes.

Jennell E. Bolton, 31, Depot Street, Rogers, she was fined $200 and required 20 hours community service for driving under suspension and tail lights violation.

A July 8 pretrial was set for Jared M. Reifsnyder, 23, South Johnson Road, Sebring, cited with driving under suspension.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Monday, a June 24 preliminary hearing was set for Rebecca P. Watson, 34, Eley Street, Alliance, charged with theft for allegedly taking a card of 28 hydrocodone pills from Circle Care Center at 5:32 p.m. Sunday.

A June 24 preliminary hearing was set for Randy A. Savors, last known address Riley Avenue, East Liverpool, charged with notice of residence change of address and periodic verification of current address. According to court documents, Savors was convicted of rape in 1997 and is required to notify the sheriff’s department at least 20 days before changing address and allegedly is no longer living at his registered location.

Steven B. Smarr, 37, East Georgia Avenue, Sebring, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of burglary for allegedly walking into the home of Christopher Fritz and Bonnie Detchon on June 8, where he was only a few feet from a sleeping child. He was reportedly confronted by Detchon and escorted from the house by Fritz. Bond was set at $50,000 cash or surety.

Additionally, a Sept. 12 pretrial was set for Smarr on unrelated charges of OVI first offense, failure to control and possession of marijuana stemming from an alleged crash on Case Road in Knox Township when he struck a tree on June 7.

Dakota S. McCluskey, 21, Spillway Road, Lisbon, was fined $1,275, had his license suspended for one year and was sentenced to 60 days in jail for OVI second offense, driving under suspension, failure to control and open container.

George D. McLean, 50, Lisbon Road, Leetonia, was fined $725, had his license suspended for 180 days and ordered to attend three days in a program for OVI first offense, lane violations and a seat belt violation.

Angellica L. Hiner, 25, East Fifth Street, Salem, was fined $250, credited with one day in jail served and required 10 hours community service for assault amended from domestic violence. Court documents state Hiner threw water and a bowl at John Clunen and hit him with her fist while the two were involved in an altercation on May 27.

Douglas M. Raffle, 32, Ohio Street, Wellsville, was fined $120 and required 20 hours community service for driving under suspension and expired registration.

Renee L. Gerber, 40, New Brighton, Pa., was fined $100 for speeding.

Nixon, 29, Middle Street, Homeworth, also had a pretrial set for June 27 for a domestic violence charge for allegedly grabbing Gribble by the throat, choking him, pushing him into a trailer and hitting his forehead above his right eye.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Alex J. Conkle, 19, Macklin Road, New Waterford, was fined $400, sentenced to one day in jail, required 80 hours community service and had his license suspended for 180 days for criminal damaging, underage prohibitions and marijuana drug paraphernalia.

According to court documents, Conkle was found with a scale, three marijuana pipes, rolling papers, empty spice containers and a suspected marijuana seed in his vehicle. The criminal damaging charge came from Conkle’s part, along with his brother Tyler Conkle, in throwing two soda bottle bombs at the home of Eric Elliott, Creek Road, New Waterford. Additionally, Alex Conkle was ordered to have no future contact with the Elliott family or the home.

Additional charges of arson, assault and criminal damaging against Conkle were dismissed. Those charges involved two shots from a BB gun fired in the direction of Elliot, which narrowly missed him and struck his home, breaking the glass in a bedroom window where his 2-year-old was sleeping; and a flare thrown near the Shear Perfection Hair Salon, which set leaves on fire.

– Billy J. Cloud, 49, Stewart Road, Salem, was fined $400, had his license suspended for six months, required 30 hours community service and sentenced to three days in jail for OVI first offense, failure to produce a license, left of center and improper turn.

LISBON – Based on a ruling in Columbiana County Common Pleas Court, a charge was dismissed in County Municipal Court against Damarlon M. Wise, 25, Garfield Street, East Liverpool. Common Pleas Court Judge Scott Washam ruled there was no probable cause for Wellsville police to search Wise on Nov. 17, 2012. Therefore, a charge in Municipal Court of resisting arrest which stemmed from the same incident was dismissed.

– Michael Guappone, 45, state Route 45, Lisbon, was fined $875, had his license suspended for one year, was sentenced to 10 days in jail and required 40 hours community service for OVI second offense.

– Patty L. Burkholder, 31, Elberon Avenue, Salem, was sentenced to 180 days in jail, credited with 43 days served and had 44 suspended for assault. Court documents state Burkholder struck a staff member of Open Doors Opportunities, East Palestine, on April 29.

– Kelly M. Boyer, 36, Y and O Road, Wellsville, was fined $150, sentenced to 53 days in jail and required 40 hours community service for assault for punching Sophie Reese in the mouth.

– William A. Tondo, 21, Garfield Avenue, East Palestine, was fined $130 and required 50 hours community service for headlights required and driving under suspension.

– David J. Barnhart, 35, South Main Street, Columbiana, was fined $100, credited with a day served and required 20 hours community service for criminal trespassing for going into an empty apartment on West Woodland Avenue, Columbiana.

– Anthony M. Hostetter, 20, Prospect Street, Salem, was fined $100 and required 50 hours community service for driving under suspension.

– Douglas P. Brayshaw Jr, 24, East Rebecca Street, East Palestine, was fined $100, required 30 hours community service and sentenced to 10 days additional days in jail with credit for 10 already served for theft. Court documents state Brayshaw shoved a bottle of vodka down the front of his pants at Circle K in East Palestine and walked out of the store, three times on May 22. Two counts of theft were dismissed.

– Scott W. Spack, 53, Arch Street, Salem, was fined $75 for criminal mischief for throwing dog feces at the car of Kellie Strader on June 6.

– Lacey L. Corbin, 18, Spaite Drive, East Palestine, was fined $50 for open container.

– William J. McFarland Jr., 22, South Lincoln Avenue, Salem, was fined $25 for permitting a dog to run loose in Salem, which reportedly caused a woman to be bitten.

– A July 9 pretrial was set for Sara N. Jackson, 22, East Third Street, Salem, charged with theft for allegedly concealing $32 in items at the Dollar General, East State Street, Salem, on June 5 and attempting to leave without paying for the items.

– A July 15 pretrial was set for Shawn D. Smith, 47, Youngstown, cited with driving under suspension and use of an unauthorized plate.

– A Dec. 10 step sentencing hearing was set for Brandon C. Craig, 18, East Third Street, Salem, who pleaded guilty to underage consumption.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Monday, James A. Hawk, 48, McKinley Street, Salineville, was bound over to the Common Pleas Court grand jury on a felonious assault charge. Court documents alleged on June 1, Hawk slashed Ray Callehan in the face multiple times after being upset during a drinking gathering.

A June 17 preliminary hearing was set for Steven B. Smarr, East Georgia Avenue, Sebring, charged with burglary after Christopher Fritz and Bonnie Detchon reportedly saw Smarr inside their North Street, Beloit, home on Saturday. Smarr allegedly walked inside the front door and was confronted by Detchon, while a child slept nearby. Fritz reportedly escorted him outside to where police were looking for him.

Ronald A. Shaffer, 40, West North Avenue, East Palestine, was fined $975, had his license suspended for 180 days and sentenced to 20 days in jail for OVI first offense, one way traffic and failure to reinstate his license.

Joshua R. Heacock, 20, Conkle Road, Salem, was fined $900, sentenced to three days in jail, had his license suspended for six months and required 30 hours community service for OVI first offense, driving under 12 point suspension and underage consumption. A speeding citation was dismissed.

Ian Michael Iaguilli, 22, Rose Avenue, Salem, was fined credited with 10 days in jail served and required to pay $1,059 to Adam Smith and $60 to Haeley Cline, in restitution for assault and criminal damaging. According to court documents, on May 3, Iaguilli slashed the tires on a vehicle in the Walmart lot Salem and assaulted a man he knew.

Siddiq T. Salahuddin, 37, Youngstown, was fined $300 for two counts speeding.

Jeffrey R. Martin, was fined $250 and required 25 hours community service 41, Salem Alliance Road, Salem, for driving under suspension.

Joshua A. Bozich, 34, Painted Post, N.Y., was fined $150 for unsafe vehicle amended from speeding.

Odi Bacorin, 31, Kent, was fined $130 for failure to reinstate a license and improper turn.

Linda L. Beeler, 63, state Route 344, Salem, was fined $100 and credited with a day of jail served for disorderly conduct for jumping in front of traffic on April 16 on Franklin Avenue in Salem.

A child restraint citation was dismissed against Harold D. Wilson, 59, Scio.

A July 1 sentencing was set for Kyle J. Gatrell, 18, Torma Road, Wellsville, cited with menacing for allegedly pulling a gun on everyone in the house and threatening his own life, before deputies arrived and had him taken to a hospital.

A July 2 pretrial was set for Renee L. Snyder, 44, West Martin Street, East Palestine, cited with theft for allegedly taking a decorative fence from Crystal Cogley on June 7 and a Sparkle shopping cart.

A July 8 pretrial was set for Alyssa E. Beaver, 19, state Route 9, Kensington, cited with driving under a child support suspension.

A July 8 pretrial was set for Aaron Keteles, 38, Severence Street, Homeworth, cited with speeding.

A July 8 pretrial was set for Brandon L. Kastor, 19, Fink Road, Kensington, cited with criminal trespassing for allegedly going onto his estranged wife’s mother’s property and harassing his estranged wife and her friends, despite being told by her mother he is not welcome on the property.

A July 29 pretrial was set for Sarah J. Richardson, 26, U.S. Route 30, East Rochester, cited with endangering children for an alleged rollover crash on May 29 when she was driving allegedly with alcohol in her system and her 2-year-old child in the vehicle.

An Aug. 5 pretrial was set for Larry E. Bowers, 67, state Route 7, Lisbon, cited with obstructing official business for allegedly using obscenities while telling others not to speak with police while they were investigating a possible domestic involving a gun on Saturday.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Friday a June 17 preliminary hearing was set for Todd Kirtley, 30, Alice Street, East Palestine, charged with theft for allegedly taking two laser transits from an unlocked trailer at a job sight on Peace Valley Road. The transits, owned by Wade Pol Construction, are valued at $3,935.

Joseph R. Bates, 21, Cameron Street, Winona, was fined $300, credited with three days in jail served and had his license suspended for 180 days for left of center, open container and reckless operation amended from OVI first offense.

Jason M. Russell, 39, Westfield Road, East Liverpool, was fined $280 and required 30 hours community service for driving under suspension and a seat belt violation.

Jordan N. McMillan, 18, Fairfield School Road, Columbiana, was fined $250 and sentenced to 51 additional days in jail with credit for nine for failure to comply. Court documents claim McMillan fled from a New Waterford patrolman attempting to stop him on South State Street and continuing to flee on state Route 46 while passing vehicles in areas of double yellow lines and at high rates of speed. The charge was amended from a felony failure to comply.

Tyler Barnes, 18, Creek Road, New Waterford, was fined $150 and had his license suspended for 180 days for drug paraphernalia.

Jennifer R. Znosko, 40, South Johnson, Sebring, was fined $135 and required 20 hours community service for driving under suspension and a child restraint violation.

Curtis Lee Edmonds, 37, Pittsburgh, Pa., was fined $150 for an equipment violation amended from speeding.

Daniel L. Todd II, 34, Silliman Street, New Waterford, was fined $100 and credited with 107 days served for unlawful purchase of pseudoephedrine product.

Shawn R. Fluharty-Gibson, 48, Whitacre Road, Salem, was fined $50 and required 10 hours community service for driving under suspension.

A July 2 pretrial was set for Robert D. Lockard, 53, Kibler Road, New Waterford, cited with unsafe vehicle.

A July 15 pretrial was set for John W. Underwood, 18, Sharon Drive, East Liverpool, cited with speeding.

An Aug. 15 pretrial was set for Brock D. Menough, 27, West Pershing Street, Salem, cited with failure to control and having weapons while under disability for allegedly having a pair of nunchucks and a pair of steel knuckles between the driver and passenger seats.

Two counts of engaging in a motor vehicle business without a license charges against Ryan E. Zwingler, 29, West Pine Lake Road, Salem, were dismissed due to the death of the defendant.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Thursday, John A. Stoffer, 50, South Broadway, Salem, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of possession of chemicals for drugs. Court documents allege when police searched Stoffer’s home on a warrant on May 29, they found chemicals for the production of methamphetamine, including Coleman fuel, muriatic acid, ammonium nitrate, empty packs of generic pseudoephedrine products and batteries. Additionally, it is noted Stoffer reportedly admitted to making methamphetamines and his home was within 1,000 feet of the Quaker Daycare and Preschool.

Michael R. Brown, 21, Carole Drive, Salem, was fined $975, sentenced to 20 days in jail, had his license suspended for one year and required 60 hours community service for OVI second offense and left of center.

Jordan N. McMillan, 18, Fairfield School Road, Columbiana, was fined $450 and sentenced to 21 additional days in jail with credit for nine served for reckless operation, driving under FRA suspension and loud exhaust.

Candace M. Hurley, 23, Berlin Center, was fined $180 for driving under FRA suspension and speeding.

Chad W. Hartley, 35, Ravine Street, East Liverpool, was fined $150 and sentenced to one day in jail with credit for 39 days days already served for theft for two pair of sunglasses and a moon pie taken from BP Gas Station in Lisbon on Jan. 20.

Matthew H. Marshall, 27, North Canton, was fined $150 for lighted lights required amended from speeding.

Kathleen Norwood, 52, West Seventh Street, Salem, was fined $150 and credited with two days in jail served for persistent disorderly conduct amended from domestic violence for striking her husband multiple times in the head and ripping his clothes.

Danielle Haynes, 27, Scott Drive, Alliance, was fined $100 and credited with one day in jail served for persistent disorderly conduct amended from domestic violence for grabbing her mother by the hair, dragging her down the steps, hitting her and spitting on her on May 8.

Mark S. Williams, 41, Pleasant View Drive, Lisbon, was fined $100 for speeding.

Justin M. Cross, 29, Depot Road, Salem, was fined $75 for a railroad crossing violation.

Brian K. Gibbs, 55, 14th Street, Wellsville, was released from the Columbiana County Jail on a $1,000 recognizance bond Thursday morning so he could appear Thursday afternoon in Belmont County Western Area Court where he is cited with an expired license.

A June 13 pretrial was set for Frank A. Long, 38, Alexandria, Ind., cited with OVI first offense, failure to reinstate the license, driving on the sidewalk and drug paraphernalia for an alleged marijuana pipe.

A June 13 pretrial was set for Steven J. Byers, 19, Lower Elkton Road, Leetonia, charged with aggravated menacing and assault. The latter charge involved him allegedly striking a his former 17-year-old girlfriend in the face, grabbed her around the neck, grabbed her arms, threw her against a pole and pushed her against a parked vehicle on June 3 in the Columbiana Public Library after she agreed to meet him to exchange property. Additionally, on May 25, Byers is accused of pulling a folding knife on the same girlfriend, holding it to her throat and threatening to slice her throat during an argument, which reportedly stemmed from her refusing to have sexual relations with him at the time.

A June 24 pretrial was set for David C. Schrack, 19, South Street, East Palestine, cited with a tail lights violation, possession of instruments to ingest or inhale a controlled substance and possession of marijuana.

A July 8 pretrial was set for Michael A. Cochran, 49, Sunset Drive, Lisbon, cited with driving under suspension and failure to control.

A July 11 pretrial was set for James L. Sees, Granville, W.Va., cited for a stop sign violation.

A July 11 court trial was set for Jeremy L. Elkins, 30, Rolling Meadows, Ill., cited with commercial speeding.

A July 18 pretrial was set for Melody Cochran, 49, Sunset Drive, Lisbon, cited with wrongful entrustment for allegedly allowing her husband to drive while he was under suspension.

A July 18 pretrial was set for Tyler A. Mann, 21, North Canton, cited with driving under FRA suspension.

A July 22 pretrial was set for Nick Cosma, 81, state Route 534, Salem, cited with five counts telecommunications harassment, for messages reportedly left on a woman’s home telephone on May 25, three times on May 23 and twice on May 21. Cosma also has four additional charges telecommunication charges pending involving allegations by the same woman.

A July 23 pretrial was set for Gregory S. Cummings, 22, Madison Drive, East Liverpool, cited with drug paraphernalia for two alleged hypodermic needles and a large orange rubber band found in his vehicle on Dec. 15, when according to court documents Cummings reportedly admitted to using heroin, entering his vehicle, passing out and crashing.

An Aug. 6 pretrial was set for Abby L. Pierson, 19, Academy Street, Salineville, cited with receiving stolen property for allegedly purchasing a stolen iPad 2 from one person and selling it to another.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Tuesday, Justin R. Abernathy, 25, Canton, was fined $430 and had his license suspended for six months for following too close, possession of marijuana, possession of instruments to ingest marijuana and driving under suspension.

Charles E. Weyand Jr., 37, West Pershing Street, Salem, was fined $400 and had his license suspended for 180 days for possession of marijuana and driving under a 12-point suspension.

George Love, 20, South Range Road, New Springfield, was fined $250 and sentenced to three days in jail for a miscellaneous wildlife and hunting from a motor vehicle violations. Love is accused of spotlighting animals from a vehicle while in possession of a shotgun.

Charity Riggs, 19, North Ellsworth Avenue, Salem, was fined $150, credited with 29 days served in jail and required 40 hours community service for theft after she was taken into custody on a warrant at the Walmart in Salem and found to have a new purse with the brown paper still inside filling it out and several new items in a plastic bag totaling $204, which she had not paid for before leaving the store.

Cynthia Gauthier, 24, Mirabel, Quebec, was fined $150 for unsafe vehicle amended from passing a stopped school bus.

A July 2 pretrial was set for Nick T. Tsekouras, 53, Weirton, W.Va., cited with speeding and a seat belt violation.

A July 15 pretrial has been set for James P. Poole, charged with two counts of domestic violence for allegedly picking up his 5-year-old son and throwing him to the floor last Dec. 3, because he was angry a game controller was broken. Additionally, on the same date Poole is accused of striking his girlfriend’s daughter in the face. An arraignment will also be held on that date on an unsafe vehicle citation.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court on Tuesday, Casey L. Reynolds, 33, West Lincoln Way, Lisbon, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of passing bad checks. Court documents allege Reynolds signed a purchase agreement with Stadium GM Super Store on Aug. 3, 2012 and wrote a check on the account of Terri Webber for $5,800, which was returned for non-sufficient funds.

Robert E. Gebler, 72, East Lake Road, Lisbon, waived his right to an extradition hearing so he could be returned to Hancock County, W.Va., where he faces a cruelty to animals charge.

Juan Sergio Villarreal, was fined $705, had his license suspended for 180 days and was sentenced to three days in school for OVI first offense and speeding.

Travis J. Beiling, 29, Lower Elkton Road, Columbiana, was fined $500, sentenced to 15 days in jail and required 25 hours community service for obstruction of official business and failure to reinstate his license. Beiling gave East Palestine police his brother’s name and date of birth to prevent them from knowing his license was suspended.

Larry J. Dayton, 37, Louisville, was fined $450 for lane violation, following too closely and speeding. Charges of falsification and reckless operation charge was dismissed.

Nathan Schultz, 20, Park Court, Columbiana, and Kyle E. Melott, 18, Ridge Street, Leetonia, were each fined $250 and sentenced to three days in jail for a wildlife violation and hunting with a motor vehicle after he was spotlighting animals while carrying a 12-gauge gun.

James Pratt, 30, High Street, Salineville, was fined $300 and required 25 hours community service for failure to display a valid license and failure to reinstate a license amended from driving under a 12-point suspension.

David W. Gamble, 18, Garfield Avenue, East Palestine, was fined $150, sentenced to an additional 20 days in jail for underage consumption and required 30 hours community service.

Timothy R. Zellsman, 38, Leechburg, Pa., was fined $150 for unsafe vehicle amended from commercial speed.

Jonathan S. Figley Jr., 34, Bye Road, East Palestine, was fined $100 and required 20 hours community service for driving under suspension.

Jacob D. Wilson, 25, West Lincoln Way, Lisbon, was fined $100 and required 10 hours community service for driving under suspension.

Paula K. Jewell, 49, state Route 558, Leetonia, was fined $100 and required 10 hours community service for driving under suspension.

A June 6 pretrial was set for Brandon Harrison Collins, 28, Industry, Pa., charged with driving under OVI suspension and drug paraphernalia for an alleged items in his vehicle.

A June 13 pretrial was set for Travis L. Haupt, 23, Smith Road, Negley, charged with domestic violence for allegedly beating up his father on Saturday.

A June 17 pretrial was set for Angellica L. Hiner, 25, East Fifth Street, Salem, charged with domestic violence for allegedly throwing water and a bowl at John Clunen and striking him with her fist while they were involved in an altercation.

A July 9 pretrial was set for Malinda M. Green, 39, Beaver Falls, Pa., charged with domestic violence for allegedly biting her sister, striking her with a ceramic statue, hitting her with her fist and kicking her with her boots while living on Jimtown Road, East Palestine, on Oct. 8, 2004.

A July 15 pretrial was set for James P. Poole, 30, Rose Avenue, Salem, cited with driving under suspension and use of an unauthorized plate.

A July 18 pretrial was set for Josiah S. Chitwood, 32, Harrison Street, Lisbon, cited with driving under a child support suspension.

A July 23 pretrial was set for William M. Alesi III, 29, Liberty Street, Salem, charged with criminal trespassing. Court documents claim Perry Township police had a difficult time awaking Alesi, who was found lying unconscious on a front porch of a Prospect Street apartment. Alesi then reportedly refused to leave the complex.

A driving under suspension citation against Thomas M. Morey, 18, Winona Road, Homeworth, was dismissed due to a Bureau of Motor Vehicles error.

A seat belt violation was dismissed against Brian A. Petronsky, 37, Richardson Avenue, Negley.

MUNICIPAL COURT

LISBON – In Columbiana County Municipal Court Monday, a June 10 preliminary hearing was set for Jason M. Dean, 39, Sleepy Hollow Drive, Leetonia, charged with telecommunications fraud for allegedly using a business credit card from his employer and a credit card reader to fraudulently move money into his personal account in the amount of $986 less the transaction fees.

David A. Chaffin, 49, Carmel Achor Road, Rogers, was fined $825, had his license suspended for 180 days and was sentenced to 30 days in jail for drug paraphernalia (marijuana pipe) and physical control amended from OVI first offense. A possession of marijuana citation was dismissed.

Terry L. Thomas, 46, South Euclid, was fined $1,025, had his license suspended for 180 days and sentenced to three days in driver’s school for marijuana paraphernalia, OVI first offense, no license and speeding.

Sarah J. Richardson, 26, U.S. Route 30, East Rochester, was fined $705, had her license suspended for 180 days and sentenced to 30 days for OVI first offense and failure to control.

Crystal M. Fowler, 31, Holmesville, was fined $250, credited with seven days served and required 30 hours community service for passing bad checks for submitting a check for $36,631 to Performance GMC for a 2007 Dodge Ram 2500. The check was returned for insufficient funds on Oct. 24. The charge was amended from a felony and a complicity charge dismissed in a plea agreement.

Kim L. Gross, 43, Garfield Avenue, East Palestine, was fined $150 for assured clear distance and no license amended from driving under suspension.

Donna J. May, 26, Hoffee Road, Lisbon, was fined $150 and had her license suspended for 180 days for drug paraphernalia.

Daron L. Nesbitt, 33, Youngstown, was fined $130 for speeding, fictitious plate and littering.

Allison F. Grossen, Kelly Park Road, Leetonia, was credited with 18 days served possession of a drug abuse instrument for a syringe loaded with heroin on May 16.

Aubreye Hyde, 22, West Harrison Street, Alliance, was fined $100 and credited with one day in jail served for criminal trespassing for going into the Salem Acres housing project where he has an order not to be.

A charge of license required for a food establishment against Kevin L. Baker, 50, Carter Road, New Waterford, was dismissed after he successfully obtained the license for his business Baker’s Golden Dairy.

A June 10 pretrial was set for Daniel J. Steeves, James Drive, Wellsville, charged with domestic violence for allegedly grabbing his live-in girlfriend by the neck and choking her last Tuesday.

A June 10 pretrial was set for Kelly M. Boyer, 36, Y and O Road, Wellsville, charged with assault for allegedly punching Sophie Reese in the mouth.

A June 10 pretrial was set for Douglas P. Brayshaw Jr., 24, East Rebecca Street, East Palestine, charged with three counts theft for allegedly taking three bottles of vodka and shoving them down the front of his jeans on three occasions between 9:30 p.m. and 9:40 p.m. on May 22 at Circle K in East Palestine.

A June 11 court trial was set for Ozro D. Conrad, 67, Carey Road, Salem, cited with failure to yield the right of way in an intersection.

A June 17 pretrial was set for William R. Halligan, 47, state Route 45, Lisbon, cited with operator’s license required.

A June 20 pretrial was set for Corey A. Snay, 19, South Union Avenue, Salem, cited with underage consumption.

A June 27 sentencing hearing was set for Robert S. Moore, 24, North Benton Road, Salem, who pleaded no contest to charges of resisting arrest, criminal damaging and disorderly conduct. Court documents state Moore threw a log through a glass window at a home on Hazel Run Road, Salineville on June 2, ran from deputies and caused them to taser him twice.

A July 8 pretrial was set for Christopher Johnson, 23, Youngstown, charged with OVI first offense, marked lanes, possession of drugs and two counts of possession of dangerous drugs due to allegedly having a baggie with several types of prescription pills.

A July 8 pretrial was set for Sharon M. Mitchell, 37, Woodworth Road, New Springfield, cited with passing bad checks for allegedly writing a check to Black’s Radiator Service for $375, which was dishonored on Feb. 1.

A July 9 pretrial was set for Joseph R. Urgitus, 28, Vine Street, East Palestine, cited with OVI first offense, driving under suspension and a seat belt violation.

A July 11 pretrial was set for Chad R. Raymond, 23, West Perry Street, Salem, cited with criminal damaging for allegedly kicking the bottom panel of the screen door of another apartment.

A July 18 pretrial was set for Jerry P. Jackson, 31, state Route 45, Lisbon, charged with domestic violence for allegedly throwing a baking sheet and coffee, striking Jessica Wylie on Saturday.

A July 30 pretrial was set for Justin L. Baker, 26, Hillcrest Road, Wellsville, cited with aggravated menacing for allegedly pulling a folding knife from his pocket, opening it and pointing it in a threatening manner toward Tracy Possage. Possage additionally accused Baker of threatening to burn down their mother’s home.

An Aug. 5 pretrial was set for Lamar T. Coles, 21, Independence Square, Wellsville, charged with domestic violence for allegedly punching his girlfriend in the face, choking her until she passed out and hitting her with a piece of wood.
