LISBON – An East Liverpool man accused of crimes involving child pornography at the Lepper Library here was served a secret indictment issued last week by the Columbiana County grand jury.

Ronald L. Keener, 47, Pennsylvania Avenue, is charged with pandering obscenity involving a minor and illegal use of a minor in nudity oriented materials. The charges, fourth- and fifth-degree felonies, respectively, both involved alleged actions by Keener in the month of March.

Assistant County Prosecutor Timothy McNicol said the charges were brought after Keener was allegedly using a public library computer terminal to access pornography. An employee of the library discovered what Keener was allegedly doing and contacted authorities. The images viewed of the children are not believed to be local children, McNicol said.

The fourth-degree felony carries a possible 18-month sentence, while the fifth-degree felony charge could mean 12 additional months.
