EL man charged with unlawful sexual conduct

LISBON – An East Liverpool man prosecutors believe used drugs to have sexual contact with a teenage girl was served at secret indictment issued by the Columbiana County grand jury in March.

Donald R. Cramer, 61, Michigan Avenue, was served a secret indictment for three counts of unlawful sexual conduct with a minor and three counts sexual battery.

According to Assistant County Prosecutor Timothy McNicol, Cramer is accused of engaging in sexual conduct with a 15-old-girl during the months of December 2013 and January 2014, while knowing her ability to appraise the nature of or control her own conduct was substantially impaired. The six counts are all third-degree felonies.

A secret indictment was served on Anthony V. Mascarella, 26, Youngstown, charged with three counts of possession of drugs with a forfeiture specification. Mascarella is accused of having heroin, cocaine and oxycodone in his possession on Nov. 25, along with $667.

The indictment, which was issued by the grand jury in March, was delivered to Mascarella when he attended court on Monday for another charge of drug possession. The initial charge was for allegedly having heroin in his possession on Oct. 16, 2012. The court date on that charge was pushed back to give his attorney, Kelly Linger, additional time to prepare.
