SALEM

— Charlene Sias, 41, of Lisbon, was cited for driving under suspension after a traffic stop at 2:30 a.m. Monday on East State Street near Washington Avenue. She was given a warning for white light to the rear and police confiscated the vehicle plates. The vehicle was towed from the scene.

— Officers on patrol at 1 a.m. Monday saw a truck pull around the rear of a building in the 2300 block of East State Street and made contact with a male who was found looking through dumpsters of the businesses. Officers told him due to the time of the morning and the fact that he didn’t have permission to be there, he would need to leave.

— A woman in the 400 block of North Broadway Avenue reported at 9:53 p.m. Sunday that she heard a loud noise outside and was unsure if someone was attempting to gain entry into her landlord’s detached garage. Officers checked the garage and surrounding area, but found nothing suspicious.

— Police were called at 9:30 p.m. Sunday regarding a missing person from the 1400 block of East State Street where a woman who runs a foster home said the person left on foot. The person was located walking into Arby’s. According to the report, it was learned that even though the person was 18 years old, she was required to be in the custody of the foster program until she is 21 years old. She was transported back to the foster home. A short time later, she left again and officers located her at East State Street and Fair Avenue. Officers spoke with the prosecutor on call and were told they had no obligation to return the person to the foster home due to her age. She was free to leave, the report said.

— A barking dog was reported at 8:03 p.m. Sunday in the 800 block of East Third Street. An officer located the dog and had the owner take it inside.

— Police were called at 6:28 p.m. Sunday to the intersection of East Pershing Street and South Union Avenue for a fight in progress. A caller advised that someone was pulled from a vehicle and an assault occurred. Officers spoke with the persons involved who both said there was mutual combat in regards to words being exchanged. Neither party wanted to pursue charges and left.

— A license plate found in a parking lot in the 1900 block of East State Street was turned over to police at 5:49 p.m. Sunday. Police learned the plate had already been replaced, so disposed of it properly.

— An unruly juvenile was reported in the 1700 block of Quaker Lane at 3:41 p.m. Sunday. Police spoke to mother and daughter who were having an argument. Officers assisted and were able to temporarily resolve the issue. They were told to seek outside assistance.

— Nathaniel Mango, 28, of 641 E. Perry St., was charged with receiving stolen property, a fifth-degree felony, after officers were dispatched to his residence to meet with a Columbiana County sheriff’s deputy regarding a stolen property investigation. The deputy advised that one of the homeowners said that two stolen snow blowers were behing the garage at the residence and granted access to the property. The theft had occurred in Perry Township so two Perry Township officers arrived and the victim was contacted. The victim responded to the scene and positively identified both snow blowers as belonging to him. Mango was charged with receiving stolen property and later arrested by deputies who found him in their jurisdiction.

— Police spoke at 2 p.m. Sunday with an anonymous person via telephone regarding possible illegal activity in the city. Officers gathered information for documentation and a followup investigation.

— A caller at 12:42 p.m. Sunday requested a welfare check on a woman seen walking down the street with shorts on and the temperature in the 20’s at South Lincoln and East Pershing. Officers made contact with the woman who said she had a medical condition and could not wear pants. She appeared to be in the right frame of mind and was told of the concern for her well-being.

— An officer on patrol at 12:21 p.m. Sunday saw a truck and trailer parked with the left side to the curb in the westbound lane of Fair Avenue, with vehicles legally parked on the opposite side, reducing the road to single lane travel. The officer made contact with the operator, who had been loading and unloading and moved the vehicle to alleviate the problem.

PERRY TWP.

— Police were called to the 1800 block of state Route 344 at 10:58 p.m. Sunday for a suspicious vehicle parked in front of a residence. The vehicle was no longer there when they arrived.

— A reckless vehicle described as a blue Chevy sedan was reported in the area of U.S. Route 62 and the four-lane bypass at 6:43 p.m. Sunday, but was not found.

— Salem police notified township units at 3:26 p.m. Sunday that they had possibly located two of the three snow blowers reported stolen from a Snyder Road business at a residence in the city in the 600 block of East Perry Street. The victim, Joseph Colian, was contacted, told police about some identifying marks that were positively located on the snow blowers, came to the property and picked them up. An investigation was pending.

— A man on Old Coach Lane reported at 7:01 p.m. Saturday that he keeps getting phone calls from a person threatening him that he’s going to jail for harassment. He doesn’t know who is calling and thinks they have the wrong number. Officers advised him that he’s not going to jail. They tried calling the number and discovered the line to be disconnected.

— Police responded at 2:19 p.m. Saturday to the 700 block of Georgetown to assist a lost motorist who told officers they were attempting to locate Mac Trailer. They got stuck in the wet front yard of a local business while attempting to turn around. Kaiser Towing was contacted and removed the vehicle from the yard and the motorist was given directions to Mac Trailer.

— Police were called to the 1500 block of Manor Drive for a welfare check at 1:50 p.m. Saturday on a person who had not been seen in a few days, but there was no answer at the door. Police attempted to look through the windows, but couldn’t see anything due to the blinds being closed.

— A woman from Sebring reported at 12:45 p.m. Saturday that while at a neutral location on South Lincoln Avenue for a child exchange, her significant other’s ex-girlfriend pushed her three times. She didn’t want to pursue charges but wanted a report on file.

— Luis Cintron, 34, of Alliance, is facing multiple charges after police were dispatched at 2:36 a.m. Saturday to the area of Circle K South on South Lincoln Avenue for a report of a possible drunk driver coming into Salem from state Route 45. Police initiated a traffic stop for marked lanes and driving under suspension and could smell the scent of an alcoholic beverage coming from the driver, had him step out and conducted field sobriety tests which showed he was impaired. Cintron was charged with OVI, driving under suspension and marked lanes. While at the Salem Police station, he maneuvered the handcuffs from behind his back to his front and was charged with obstruction of official business. He also said he wanted seen by a doctor for medical treatment and was taken to Salem Regional Medical Center for evaluation and was later discharged and taken to the Columbiana County jail. He was also charged with domestic violence for an altercation that reportedly happened in the parking lot of Fresh Mark with his pregnant girlfriend and for menacing for allegedly making threats towards police.

— A driver and passenger were transported to Salem Regional Medical Center after their vehicle crashed on the U.S. Route 62 bypass where the road deadends. The driver, 78-year-old Robert Weatherholt, said he was unable to stop in time because of road conditions, went off the road, down a hill and struck a tree. His wife, Judy, complained of her neck hurting, the report said. Both air bags had deployed. The accident was reported at 7:22 p.m. Friday.

— A woman reported at 5:46 p.m. Friday that she was dropping her son off to his father on South Lincoln Avenue when his girlfriend, who she said had been harassing her all day, got out of the vehicle, came up to her and poked her in the face and was screaming in her face. She said she pushed her backwards and drove off. She wanted a report on file.

LISBON

–A resident of Apple Grove apartments reported there were loud noises coming from the apartment next door at 5:37 p.m. Sunday. Police told the neighbor to keep the noise down.

–Police checked on the welfare of a juvenile who lives on East Chestnut Street at 4:44 p.m. Friday and found the child, who was with his grandfather, was fine.

–Chris Haney, West Washington Street, reported Jan. 22 receiving unwanted messages via Facebook. He was told to block the person.

–Four mobile homes/trailers at the county fairgrounds were found broken into and/or vandalized on Jan. 23. The owners are Danny Fowler, Ozro Conrad, Richard Dunn and Paul Trust.

–Police were called to the Hornsby House in regard to a man making threats at 6:11 p.m. Jan. 22. The mental health professional on scene said the man was not acting right, so they had him transferred to a local hospital to be evaluated.

–A 911 hang up call was received from a North Beaver Street residence at 3:28 a.m. Wednesday, and the man could be heard swearing. Police went to the home and were met by Jennifer Libert, who stated she accidentally dialed 911 but before she hung up her husband said, “I can’t believe you (expletive) did that.”

–Denise Swabey, East Washington Street, reported Jan. 21 someone took the muffler and catalytic converter from her vehicle.
