City income tax receipts up, thanks to special programs

The city of Salem remains ahead this year in income tax receipts over last year, but with most of the increase coming from funds collected by an outside agency and from a one-time amnesty program....

What I would question is how they got away with not paying to start with. Where was the checks and balances?

And broke down into statistics, exactly how many taxpayers? One or two? A dozen? Wouldn't you just love to see the break down of that so called "Amnesty program" and who it benefited?
