You can go on record as objecting to this bill, but please, prepare for it happening. I don't see that being done. Even without this bill "the city's anticipated revenue from the state Local Government Fund for 2014 will be $88,305, which is nearly $30,000 less" than 2013, and you've received $95,000 so far from 2012 estate tax which won't be there next year. I see new expenditure proposals but I am not seeing preparation for working with less money.

That's because the City of Salem has never been about preparation (long term projected income/expenditure budgeting) they are only a tax and spend spur of the moment operation.
Want proof? It has been in front of everyone for the past week. A 23 year old Fire Truck. That list of proof is endless. The money that has been lost and wasted because of it is ridiculous. Thus, why Salem has been in a stagnant growth for years. Points of fact. Salem's population is back at levels of 1950. The median income levels are shrinking. We are not building a middle class community. The business opportunities in this city have shriveled up. The City is NOT business friendly.
In reality, HB 5 is fantastic legislation. The problem? Salem is about to get caught with their pants down.

What is the first thing our so-called representative voices of council are doing? Spur of the moment reactions with no thought process to LONG TERM. All they see is a spur of the moment loss. You have to have a BALANCED SYSTEM and Salem does not have one. Every time I hear a City council member say…”we are doing what we can with what we got” I want to scream. That is not the problem. The problem is what you are doing with what you got. Salem needs to restructure.
When businesses and individuals are shored up, job growth occurs, prosperity begins and in long term reality city government reaps the benefits of it. You have to have a prospering TAX BASE. You can’t keep weakening that tax base.
