By the looks of that wish list. I'd say...somebody didn't get the memo on fraud and abuse of Homeland security grant funding.

The new profiling system in place by the FEDS. It doesn't have anything to do with competitive edge, it has everything to do with meeting the criteria of need.

I found the most interesting aspect of this new profiling system was the focus that is put on the money trail.

So here we are the better part of a year and the EMA still can't function on it's own. Is the writer of this story sure that the reason the dept. isn't getting grants is because the employees are not fully qualified under FEMA guidelines and haven't been for years? Now we see why Newbold was hired. Commissioners want direct control over EMA.
