Commissioners hear 14 bids for slice of grant money pie

LISBON — Columbiana County Commissioners heard proposals from 14 entities requesting part of the county’s 2008 Community Development Block Grant allocation — $1 million worth of requests for $268,000 in available grant funds.
Marie Cox of the county Development Department said the commissioners will need to decide who gets the money by May 30, with June 27 the date the application must be filed with the state. Last year, the county distributed $273,600.
The entities and their requests include:
¯ Columbiana County Career and Technical Center, removal of greenhouse attached to main building, part of $600,184 energy saving project, requesting $7,500.
¯ Franklin Township Fire Department, purchase of communications equipment, $12,500 total project cost, requesting $12,500.
¯ Columbiana City, replacement of 10 fire hydrants and watch valves, $25,234 total project cost, requesting $15,000.
¯ North Georgetown Fire Department, purchase of a multi-gas meter to detect gases, $1,480 total project cost, requesting $1,480.
¯ Homeworth Fire Department, purchase of a multi-gas meter to detect gases, $1,480 total project cost, requesting $1,480.
¯ Washington Township, replacement of two old steel culvert pipes near Hazel Run Road, $13,500 total project cost, requesting $13,500.
¯ Wayne Township, replacement of existing township garage with new structure and outdoor wood burning heating system, $169,440 total project cost, requesting $169,440.
¯ Butler Township, construction of storage building addition at township garage, $48,000 total project cost, requesting $48,000.
¯ Knox Township, construction of salt storage building addition at township garage, $65,340 total project cost, requesting $65,340.
¯ Columbiana County Engineer’s Office, installation of sewer line from Dresden Avenue along Y & O Road to state Route 267, part of $9.6 million Glenmoor sewer project, requesting $275,000.
¯ Salineville, street improvements on Church Street, $43,715 total project cost, requesting $43,715.
¯ Lisbon, street and drainage improvements along East Lincoln Way from Jackson Street to Jefferson Street, part of $2.4 million street and storm sewer project, requesting $50,000.
¯ Leetonia, water line improvement in southeast quadrant of village, $364,383 total project cost, requesting $290,000.
¯ East Palestine, replacement of water line in Jimtown area, $54,156 total project cost, requesting $48,960.
In other business, the commissioners accepted a $750,000 state grant on behalf of St. Clair Township for construction of a new road to be known as Columbia Drive to connect state Route 170 to McGuffey Drive, opening up over 100 acres of land for development.
Commissioner Jim Hoppel said the project is a prime example of what can happen when there is cooperation between entities, in this case the county commissioners, county engineer, St. Clair Township trustees and fiscal officer and county development office. Two of the trustees and the fiscal officer attended the meeting, offering their thanks and echoing the idea of cooperation bringing results.
