LISBON - A secret indictment was served on Brandy A. Cottrill, 21, Ephriam Street, East Liverpool, charged with illegal use of supplemental nutrition assistance program benefits. Court documents allege Cottrill illegally used benefits on March 5, 2011. The charge was issued by the Columbiana County grand jury in September.
