Hearing set for March 11 on Perry sewer project

PERRY TWP. - Residents still waiting for a sewer line extension project on Painter Road/Brooklyn Avenue and Depot Road will be invited to a public hearing at 5:30 p.m. March 11 to vote on moving forward.

Perry Township Trustees set the date during their meeting Monday after noting the bids for the project came in under estimate, but the estimated cost per household would be more than the estimate from 16 months ago.

The meeting will be held at the Perry Township Administration building on North Ellsworth Avenue.

Columbiana County commissioners opened the bids for the project last week, with two of the 13 bids received less than the $260,000 estimate for the cost. The lowest bid was submitted by Waugh Excavating Inc. of Crown City and totaled $245,838. The next lowest bid was $255,789 from LEB Contracting of East Palestine.

The project was originally bid in 2011 with an estimated cost of $199,000, but commissioners rejected all the bids because they each totaled more than 10 percent over the estimate. The lowest bid then was $242,238.

The trustees had been approached by residents about extending sewer lines and the trustees in turn approached the county to handle the project, with the trustees agreeing to use $84,000 in state funding toward the project. The city of Salem, which will own the lines and provide the service once the project is constructed, agreed last year to loan the rest of the money for the project, with the residents to be pay an assessment to repay the loan.

Trustee Chairman Cliff Mix said the cost for residents previously had been estimated at $4,800 and now the estimated cost is $6,474 per household.

He said they'll need to have a vote of the affected residents, with majority ruling. There are 25 households, with one vote per household.
