East Liverpool?man faces weapon, drugs charges

LISBON - An indictment issued by the April session of the Columbiana County grand jury was served this week on Thomas C. Cowdery, 41, Bank Street, East Liverpool. Cowdery is charged with carrying a concealed weapon and three counts of possession of drugs with a forfeiture specification.

According to court documents, Cowdery allegedly had between 10 and 50 grams of heroin, between five and 10 grams of cocaine and an unspecified amount of buprenorphine in his possession on Jan. 15. Additionally, he reportedly had $1,430, a digital scale, a scanner and a Hi Point 9 mm semi-automatic luger with an additional magazine.

Kimballyn M. Smith, 48, Steubenville, was served a secret indictment on a forgery charge. Court documents allege Smith, on Feb. 12 provided a false signature on sign-in and check-in documents at the Bureau of Motor Vehicles, state Route 45, Lisbon. The indictment was issued by the grand jury in March.

Chad W. Hartley, 35, Ravine Street, East Liverpool, was served a secret indictment on a breaking and entering charge. Court documents accuse Hartley of trespassing at the Antique Mall, Washington Street, East Liverpool, on Oct. 24, 2012, with the purpose of committing a theft. The indictment was issued by the February grand jury.

Richard M. J. Tittle, 22, Harvey Avenue, East Liverpool, was served a secret indictment for a charge of trafficking in drugs. Court documents allege he had more than 1,000 grams but less than 5,000 grams of marijuana in his possession on April 5, 2012. The indictment was issued by the grand jury in April.
