LISBON - The Kyes Home in East Palestine has been closed and will soon be sold, following action taken by Columbiana County commissioners.
The 10-bed Kyes Home was used as a group home for teenage girls in foster care since it was donated for that purpose to the county by the Kyes family in 1957. It was closed as a group home in November 2008, but the county Department of Job and Family Services continued to provide counseling and other child-related services at the facility.
JFS Director Eileen Dray-Bardon told commissioners the Kyes Home was used mostly as place to conduct supervised visits between parents and their children who were in foster care. She said their cramped offices in downtown Lisbon lacked the space to provide those services, but that changed when the JFS moved to the more spacious county government services building in May 2012.
Dray-Bardon said it is certainly more efficient and cheaper to hold the supervised foster-care visitations and other related services under the same roof instead of staff traveling back and forth to East Palestine.
Commissioners agreed and voted to place the Kyes Home up for sale. Located on North Market Street in East Palestine, the two-story home was appraised for $89,900 and will be listed with Bill Montgomery Real Estate.
In other action at last week's meeting, commissioners approved a road-use maintenance agreement with Cardinal Gas Services, a pipeline company, for 0.3 miles of Haessley Road in Hanover Township.
Commissioners also entered into the necessary agreement allowing for the release of federal funds for the engineer's office to resurface the stretch of Calcutta-Smith Ferry Road from Park Way in St. Clair Township to the end of the passing lane about a mile north of the Pennsylvania line.
The cost of the project is an estimated $743,995, with the Ohio Department of Transportation providing $536,383 in federal highway funding, and the county engineer's office coming up with the rest. The resolution adopted by commissioners allows them to access the federal dollars.
