Grand jury issues 26 indictments

LISBON - The Columbiana County Common Pleas Court grand jury heard 30 cases this week and issued 13 open indictments and 13 secret indictments. Four cases were determined not to have the evidence needed for an indictment.

The secret indictments issued will be released as they are served.

Open indictments were issued against:

- Cynthia M. King, 30, Waynesburg, Pa., charged with aggravated vehicular assault and OVI. According to court documents, King seriously injured Agnes Yatsko on June 29, 2012 while driving on state Route 172 in West Township, while under the influence of marijuana. Court documents allege King went left of center, striking another vehicle head on. Yatsko was a passenger in the second vehicle.

- Casey L. Reynolds, 34, West Lincoln Way, Lisbon, charged with passing bad checks for a check allegedly written on the account of Teri Webber for between $1,000 and $7,500, on Aug. 3, 2012.

- George E. Faulkner Jr., 26, state Route 14, East Palestine, charged with theft for allegedly taking a car belonging to Dalton Lappert on a test drive on June 12, 2013 and not returning it.

- Lee A. Webb, 54, East Fourth Street, Salem, charged with possession of drugs with a forfeiture specification and having weapons while under disability. According to Court documents, Webb had cocaine and a Mossburg 12-gauge shotgun in his possession on July 2. Webb also had $2,502 believed to be involved in the purchase or sale of cocaine. Webb has a previous conviction of possession of cocaine in Mahoning County in 2007, which precludes him from carrying a firearm.

- Allen D. Culberson, 61, Cusick Road, Lisbon, charged with OVI and driving under the influence of alcohol or drugs. According to court documents, Culberson was driving on July 11 and has a previous OVI conviction in 2001.

- Joseph M. Blake, 22, 13th Street, Wellsville, charged with first-degree felony possession of drugs for cocaine exceeding 100 grams he allegedly had on July 11. Additionally, the grand jury specified Blake as a major drug offender.

- Nicole C. Graef, 26, Rauch Road, East Palestine, charged with telecommunications harassment. According to court documents, in June and July, Graef continued to contact her former attorney, Constance Witt, after she had been warned to cease. Graef has a previous telephone communications harassment conviction in 2011 in Canton Municipal Court.

- Robert K. Barrett, 29, East Fifth Street, East Liverpool, charged with breaking and entering. Barrett allegedly trespassed with the intent to commit a theft into the former YMCA building on West Fourth Street, East Liverpool, which is now owned by Newbold Technologies.

- Chad W. Hartley, 35, West Fourth Street, East Liverpool, charged with breaking and entering for allegedly trespassing into the Antique Mall, Washington Street, East Liverpool, with the intent to commit a theft.
