Salem woman charged with theft, credit card misuse

LISBON - Charitey A. Riggs, 19, last known address, North Ellsworth Avenue, Salem, was served a secret indictment for charges of theft and misuse of credit cards. According to court documents, Riggs had a wallet with Visa cards belonging to James Shearer in her possession on April 4 and used one of the credit cards to obtain services on April 5 without the owner's permission. The secret indictment was issued by the Columbiana County Common Pleas Court grand jury in August.
