Leetonia council to ban parking on part of Cherry St.

LEETONIA – Village council Wednesday night agreed to prohibit parking on a stretch of roadway, but will allow one more meeting for residents to voice their concerns.

Council approved the first reading of an ordinance prohibiting parking on either side of Cherry Street between Somer and Pearl streets. Council agreed to hold the first reading on the ordinance, then pass it as an emergency at the next meeting. The action is being taken to help ease space issues for plowing snow and if council were to have a full three readings on the ordinance, it would not take effect until the end of April.

Village Administrator Gary Phillips said since the ordinance is to help with plowing snow, it would help to make the change as quickly as possible.

“The sooner the better, so we can get the signs up and correct the problem,” he said.

The issue is reportedly being caused by the residents of an apartment complex in the area, but there is a parking lot nearby where they can park. Police Chief Allen Haueter said he has already towed a vehicle for being parked too close to the intersection.

In other business, council authorized Village Solicitor Walter Newton to draft a resolution for the village to participate in the Columbiana County Engineer’s Office road reclamation program this year in case the village will choose to do so. The cost is $2,000 to participate in the program, which grinds up road surfaces, levels them and resurfaces them with asphalt grindings.

Councilman Jim Pittman voted against the action. He said after the meeting that council needs to discuss the issue more and noted the village may not be ready to participate in the program yet.

Also at the meeting, Phillips presented council with information regarding this year’s chip and seal program through the engineer’s office. Council must pass a resolution identifying the roads to be chip and sealed by the end of March if the village will participate in the program.

Mayor Kevin Siembida said the plan is to chip and seal the village’s alleys, which is approximately 40 percent complete. If council chooses to participate in the chip and seal program, it will continue to go toward the alleys, he said. The village is currently working on a long-term plan to pave the village streets.

The next regular council meeting is scheduled for 6:30 p.m. March 4 at village hall, followed by a zoning committee meeting to discuss vacant property registration.
