Funds awarded to 5 towns for resurfacing work

LISBON — Street resurfacing projects in East Liverpool, Salem, Columbiana, Lisbon and Leetonia were chosen to be funded with a portion of Columbiana County commissioners’ 2021-22 federal CDBG allocation.

Commissioners received $392,000 in Community Development Block Grant for projects benefiting areas that fall within the federal low-to-moderate median household income guidelines. Commissioners received applications from seven communities seeking $951,000

The following is the list of chosen projects:

Salem

The city was awarded $100,000 to resurface multiple streets. The total project cost is $200,185, with Salem contributing $100,195.

East Liverpool

The city was awarded $69,000 to resurface Virginia Avenue and Central Street between St. George Street and Ohio Avenue. The total project cost is $74,366, with East Liverpool contributing $5,366.

Columbiana

The city was awarded $50,000 to resurface South Vine Street from Friend Street to Railroad Street. The total project cost is $72,833, with Columbiana contributing $22,833.

Lisbon

The village was awarded $98,000 to help resurface Lions Club Road. Lisbon had requested to $155,756 to resurface Lions Club Road and the section of Maple Street from Lions Club Road to South Lincoln Avenue.

Leetonia

The village was awarded $75,000 to resurface Pine Street from Main Street to Washington Street. The total project cost is $94,401, with Leetonia contributing $19,401.

Middleton Township withdrew its funding application because the proposed project failed to meet the income guidelines, leaving Wellsville as the only community whose application went unfunded. Wellsville requested $82,302 to resurface a portion of Clark Avenue, but it was not contributing anything.

“One of the things we all look for is the local contribution as well as need. We think it is important that political entities are willing to put some of their own money into the project,” said Commissioner Mike Halleck.

Commissioners awarded Wellsville $79,000 in CDBG money two years ago for a major street resurfacing project.

In other action, commissioners renewed the following public assistance programs on the

recommendation of county Department of Jobs and Family Services Department Director Rachel Ketterman. The funding source is federal dollars:

— $116,000 to purchase 928 family pool passes for students in the East Liverpool, Wellsville and Southern Local school districts. The pool passes are used at Thompson Park in East Liverpool and are to promote healthy family activities.

— $65,191 to contract with The Way Station to continue providing programs to deter risky behavior among girls 14 to 18. The program served 40 girls over the past 12 months and the goal this year is to serve 60 this year.

— $1.4 million to contract with the Community Action Rural Transit System, the county’s public transportation service, to continue providing subsidized doctor’s office trips for Medicaid recipients who lack transportation of their own.
