MHRS board asks voters to renew levy

LISBON — Voters in the Nov. 3 elections are being asked to renew a 1.3-mill levy used to help fund services provided by the Columbiana County Mental Health and Recovery Services Board.

The MHRSB is not to be confused with the The Counseling Center (the county mental health center), which is one of the service providers the MHRSB contracts with.

The levy runs for 10 years and generates $2 million a year, and the cost to the owner of a $100,000 home is $27 a year in property taxes. The MHRSB has one other levy in the amount of 0.3 mills, which comes up for renewal in five years.

MHRSB Executive Director Marcy Patton said the money is used to provide a variety of services beyond direct mental health and addiction counseling/treatment they provide either in-house or by contracting with other agencies.

Services provided include:

— Prevention services such as early childhood intervention programs, school-based programs, suicide awareness and education, depression education, community stigma and substance abuse education, and law-enforcement crisis intervention training.

— Treatment services for those with mental health issues and substance use problems.

— Contracted services with other providers to meet the needs of individuals and families affected by mental illness and substance abuse. In addition to these contractors, the MHRSB has partnerships with local police departments, courts, and faith-based organizations.

Patton said these services may be needed now more than ever.

“During the recent months, many people have struggled emotionally with the many changes they have faced due to COVID, the economy and isolation,” she said.

“In addition, youth with emotional difficulties, people contemplating suicide, individuals at risk of addiction, adults with serious mental illness, older adults struggling with depression, veterans in need of mental health services, and families of people with mental health or substance abuse issues can be helped,” she concluded.
