Columbiana Planning tables Goodwill site plans
COLUMBIANA — There was no action on the single item on the agenda for Tuesday night’s Columbiana Planning Commission.
After spending a half hour discussing a site plan review of the former Family Dollar store at 1112 Village Plaza, by spokespeople associated with Youngstown Area Goodwill Industries, members decided to table action on approving their plans.
While he wasn’t in attendance in person, Municipal Attorney Mark Hutson was present via Zoom and told attendees that due to the zoning on that area, Goodwill would need to apply for a conditional use permit.
Earlier in the meeting, Columbiana mayor Rick Noel expressed concern about the traffic created by donation drop-offs, which officials already had said would happen behind the store during store hours.
Typically Goodwill accept donations of all sizes for resale, whether it be a knickknack or a large curio cabinet, so Noel was concerned about how it may disrupt neighbors as well as traffic flow.
A spokeswoman for Goodwill did say that stores typically receive between 35 and 75 drop-offs daily, as well as see anywhere between 125 and 300 customers shopping daily.
Columbiana County already has Goodwill stores in Calcutta and Salem.
She explained that the non-profit thinks the county could benefit from another Goodwill store.
Upon the commission’s tabling the site plan review Tuesday, Goodwill will file a conditional use permit with the city and then hold a public hearing after notifying all the adjacent property owners.
Hutson was hopeful that the Goodwill could revisit the site plan review on the August agenda.
