47 indicted by grand jury

LISBON — The Common Pleas Court grand jury indicted 47 people this week, including Ronald Barson, 53, Bacon Avenue, East Liverpool, who is charged with conspiracy to commit murder. Between April 1 and continuing through April 19, Barson is accused of planning and trying to convince another person to kill Joseph Altenburg and Rosey Faulkner, talking to the other person on at least two occasions. Then on April 19, authorities allege Barson took the person he wanted to kill Altenburg and Faulkner to their home, pointed it out so they would know where they resided and purchased a 12-gauge Salvage Shotgun for the person to use in the murder.

The indictment against Barson was one of 15 open indictments issued by the grand jury. The other 14 are as follows:

Kristina Luckino, 47, Saint George St., East Liverpool, is charged with felonious assault and failure to comply with an order or signal of a police officer. On March 13, Luckino alleged struck Wellsville patrolmen Danny Wallace and John Shaughnessy using her 2012 Chevrolet Sonic car as a weapon, then fled police in her car.

Todd A. Kirtley, 31, South Washington Street, East Palestine, is charged with assault, obstructing official business, domestic violence aggravated menacing and resisting arrest. On April 6, Kirtley allegedly threatened to harm and also harmed East Palestine patrolman Matt Elser, stopping him from doing his duties including taking Kirtley into custody. Additionally, Kirtley allegedly assaulted a family member, Darla Stanley.

Afton Brooke Danver, 27, Globe Street, East Liverpool, is charged with burglary, assault and criminal trespassing. On Feb. 26 Danver allegedly broke into a home and caused or attempted to cause harm to Haleigh Nicole Cunningham. Additionally she allegedly entered the property of Kaylee Marie McFarland, Hammond Park Drive, Wellsville without being invited.

Je-Riel Lu-Rae Harrison, 34, Maple Avenue, Wellsville, is charged with domestic violence for allegedly harming Marci Ann Mason on April 23.

William Merle Blakovich III, 27, Vine Street, East Liverpool, is charged with domestic violence for allegedly harming Kalin Ratkovich, a family member on April 5.

Andrew D. Conner, 30, Klinger Avenue, Alliance, is charged with tampering with evidence for allegedly breaking a telephone in half during a shake down at the county jail to keep it from being discovered on April 24.

Erin Ann Taggart, 24, West Perry Street, Salem, is charged with tampering with evidence and possessing drug abuse instruments for allegedly trying to conceal and destroy hypodermic needles during a traffic stop on March 21.

Eric J. Ream, 42, Lincoln Avenue, East Liverpool, is charged with tampering with evidence and aggravated possession of drugs. On March 22, Ream had a Coolpad mobile telephone, which he allegedly reset to the factory settings and reportedly had methamphetamines as well.

Wilber L. Miller, 45, Bell Road, Lisbon, is charged with tampering with evidence and obstructing official business. Miller allegedly threw a snuff tobacco can onto state Route 7 after police asked for it, shoved the officer backwards and ran. The substance in the can reportedly later tested positive for methamphetamine.

Bobby Joe Hill, 53, Sherman Street, Lisbon, is charged with failure to register, which he reportedly his required to due after being convicted of gross sexual imposition in August 2012. Hill allegedly violated the order on April 4.

James Edward Barber, 41, Vine Street, Salem, is charged with failure to register, which he reportedly his required to due after being convicted of gross sexual imposition in November 2013. Barber allegedly violated the order between March 28 and April 2.

Brent T. Miller, Salem-Alliance Road, Salem, is charged with OVI for allegedly driving while under the influence on April 3 when he has three previous OVI convictions.

Chad Dotson, 29, Jennings Avenue, Salem, is charged with failure to comply with the order or signal of a police officer and OVI. On April 12, Dotson allegedly attempted to flee police in a motor vehicle, while under the influence of alcohol.

Delaney M. Brown, 25, Pine Street, Leetonia, is charged with possessing drug abuse instruments for allegedly having syringe on March 15.
