LISBON

— Ryan D. Armstrong, 34, Depot Road, Salem, was charged with disorderly conduct after police were called to the Kendall House at the county mental health center at 10:25 p.m. Monday. The residence supervisor said Armstrong was taunting and trying to start fights with other residents. Police had been called 25 minutes earlier about Armstrong, and the first time he was being disruptive about cigarettes. After arresting Armstrong, police detected an odor of alcohol about him and he admitted he had been drinking.

— Police were called to Apple Grove apartments at 3:46 p.m. Monday to assist while staff prepared to have a resident transported by ambulance to a local hospital to undergo a mental evaluation. The man cursed at police, refused to go and slammed his apartment door shut. Police managed to open the door a crack and they saw the man was armed with a knife. Police managed to force their way in the rest of the way and the man put up his hands. After a brief struggle they were able to handcuff the man and get him strapped to a cot, and the handcuffs were then removed. While police searched the man, an EMT reported seeing the knife on the floor and kicked it away.

— Police were called to the Personal Touch Retirement Home on East Lincoln Way at 7:30 a.m. Monday after a resident became dizzy and fell. The officer remained until an ambulance arrived.

— A caller reported a car nearly struck some children in the crosswalk on North Market Street by the Circle K at 2:52 p.m. Tuesday. Police spoke with the couple, who said their 17-year-old son was driving at the time and they would speak to him.

— A man whose wife is a resident of the Allay Senior Care Center in town reported Tuesday he has been banned from the premises. An officer spoke with staff, who said the man had caused a disturbance with his wife and other patients as well, and that he had been told to leave, not banned, and that he could return the next day if he behaved. The man denied causing a disturbance and said he was just joking.

— Police responded to a report of a 401 E. Lincoln Way resident being loud at 1:39 p.m. May 10. Robert Vecchio denied making any loud noises and then accused the caller, who lives across the street, of taking his mail.

— A Cavalier belonging to Dustin G. Debray of Youngstown was struck by a passing pickup truck while parked at 227 N. Beaver St. at 4:28 p.m. May 9. The truck driver left the scene.

— Rodney Morris of Columbiana was backing out of a parking spot at the Days Inn at noon Wednesday when he struck a passing car being driven by Bradley D. Magnuson of Salem.

SALEM

— A woman from Washingtonville reported at 12:32 p.m. Thursday that someone stole the temporary tag off of her vehicle while it was parked in the lot at Walmart on East State Street.

— An unruly juvenile was reported at 9:13 a.m. Thursday by a woman who was told of possible options to pursue through court.

— A suspicious person was reported at 5:15 a.m. Thursday by a resident in the 200 block of West Pershing Street who said she heard a noise and upon investigation, found a shoe by her front door and shorts on top of her car. Officers walked around the exterior of the residence and checked the surrounding area, but found no one.

— An officer at 4:42 a.m. Thursday was flagged down in the 2300 block of Lexington Avenue by a female who said there was a male walking around knocking on windows. No one was found.

— Officers along with fire department first responders and EMT ambulance responded at 4:29 a.m. Thursday to the 2500 block of Lexington Avenue for a man down on the ground. He was found face down and appeared to be under the influence of a narcotic. He was taken to Salem Regional Medical Center for treatment.

— A license plate found laying in the road at 12:25 a.m. Thursday on West Pershing Street was placed in the lost and found.

— Police were called at 9:54 p.m. Wednesday to the 900 block of North Howard Avenue for a possible utility pole on fire after residents called reporting a power outage. The pole fire was not located and while checking the area, all the power came back on.

— A caller at 9:50 p.m. Wednesday reported power equipment being run, but police could not locate any. They saw Ohio Edison working to restore power from a power outage, but found no problems.

— An officer stopped at Pershing and Park at 9:27 p.m. Wednesday heard people yelling and arguing in a grassy area in Centennial Park off of Park Avenue between Oak and Pershing. One male was arguing with a female who lives on Park. She was upset over statements he was making as he walked past her house. All were sent on their way.

— Police were called at 9:20 p.m. Wednesday to the 200 block of Park Avenue for a fight ready to occur, with a large group of people walking from the park towards a residence. Officers made contact with several people on a front porch and found no problem. They said they heard someone arguing but the people left walking.

— Officers responded at 8:45 p.m. Wednesday to the basketball courts at Centennial Park for an alleged fight about to occur. One person said the other person left and no physical violence occurred, only an argument.

— An officer at 8:28 p.m. Wednesday heard an alarm going off in the 2400 block of State Street but found the vehicle locked. The business was trying to locate the owner.

— Police were notified at 8:04 p.m. Wednesday by a business in the 100 block of Vine Avenue about a male who made multiple calls to the business and became irate, making threats towards the workers. Due to him living in Goshen Township, the township police were going to make contact with him. An investigation was pending.

— A caller at 7:36 p.m. Wednesday reported a vehicle had not been moved for several weeks in the 100 block of Park Drive. Police were unable to locate the owner and left a warning tag for junk vehicle.

— Seth Guy, 27, of 664 Washington Ave., was charged with domestic violence and taken into custody on a warrant for failure to appear on a reckless operation charge after police were called at 7:05 p.m. Wednesday to Waterworth Memorial Park on Superior Avenue for a domestic in progress. The parties were separated and the female had visible injuries to her face. Several witnesses said they saw the male shove her to the ground.

— Kerry Vance, 41, of 207 W. 16th St., was taken into custody on a warrant for failure to appear on a possession of drug paraphernalia charge and James Lippiatt Jr., 30, of 517 Washington Ave., was taken into custody on a warrant for failure to appear on an aggravated menacing charge after police investigated a report of people inside a vacant home on West Wilson Street at 6:23 p.m. Wednesday. A K-9 officer also responded. The back door was found open and police found the female identified as Vance and knew about the warrant. She reported a male was in the residence but would not provide his name. He came out after several commands and also had a warrant. Both were taken to jail.

— Police responded at 6:02 p.m. Wednesday to the Broadway Plaza on Second Street for a hit/skip. A woman parked in the lot, came out and found a note on her vehicle from an anonymous witness who saw another vehicle back into her vehicle and take off. The note included a description of the female driver, vehicle and license plate. Police followed up and spoke to the suspect on West Pershing, who admitted to being in the plaza but said she thought she backed into a pole. They were told to contact their insurance companies.

— Jennifer Miller, of Hanoverton, was cited for assured clear distance ahead after her westbound vehicle struck the rear of another westbound vehicle driven by Ralph Landon, of Salem, who was sitting at the red light on Pershing at South Lincoln at 5:59 p.m. Wednesday. No injuries were reported, with minor damage to the vehicles.

— Jessi Airwyke, 25, of 252 Spruce St., Columbiana, was taken into custody on a warrant for failure to appear on an OVI second offense and taken to jail after an officer saw Airwyke walking on West Pershing at 5:17 p.m. Wednesday and knew about the warrant.

— Police were asked to check the well-being of a person walking on North Ellsworth Avenue at 4:52 p.m. Wednesday, but didn’t find anyone.

— Police responded at 4:37 p.m. Wednesday to Aetna Street for a civil matter. A woman said her property was left at a friend’s residence and now it’s gone. The other person said the city housing department advised the property needed removed immediately due to code violations, which the housing inspector confirmed.

— Township police responded at 7:06 p.m. Wednesday to Waterworth Memorial Park to assist Salem officers with a domestic.

— A reckless driver was reported at 6:21 p.m. Wednesday in the area of state Route 45 and Georgetown Road, but police did not notice any infractions after finding the vehicle.

— A resident in the 1100 block of West Perry Street reported a scam at 2:51 p.m. Wednesday, saying he received a call from someone claiming to be a deputy with the Columbiana County Sheriff’s Office and claiming he had a warrant he needed to take care of and they needed his bank account information to do so. He realized it was a scam late in the conversation but had already given out his social security number and address. He was told to contact his bank and all credit card companies to let them know what happened. It was also suggested he contact a fraud company to notify him if anything opened without his consent.

— Cody Lawson, 23, of Lake Milton, was cited for driving under suspension and expired registration after a traffic stop off of Franklin Avenue and Ellsworth in a parking lot at 1:52 p.m. Wednesday. A K-9 was requested from Salem and had a positive indication on the vehicle. Officers could not locate any drugs, but located marijuana shake all over the inside. Lawson’s father showed up and drove the vehicle from the scene.

— No citations were issued after a garbage truck attempting to back into a driveway on West Perry Street became stuck in the culvert ditch at 8:43 a.m. Wednesday. Another truck from the company showed up and was able to pull the truck out. The truck caused large ruts in the grass and possibly smashed the pipe that runs under the driveway.

— A man in the 1400 block of Garfield Avenue reported at 7:24 p.m. Tuesday that a neighbor drove his 4-wheeler on his property. Police spoke with the neighbor, who said he would stay away.

— A resident in the 1800 block of Garfield Avenue reported at 5:15 p.m. Tuesday that a firearm was stolen from his residence.
