Grand jury issues 42 indictments, 9 open

LISBON — The Common Pleas Court grand jury issued 42 indictments when it met this week, including nine open indictments. The remaining 31 secret indictments will be released as they are served.

Brandon J. Nelder, 36, Grafton, W.Va., is charged with felonious assault, OVI and two counts of endangering children. While allegedly intoxicated on July 6, Nelder is accused of running over Walter Nelder, who was trying to stop him from driving with a 5-year-old and 3-year-old child in the vehicle.

Dkwan M. Wise, 23, North Shadyside Lane, East Liverpool, is charged with felonious assault, a second-degree felony, for allegedly causing serious physical harm to Andrew Conner on July 21, while the two men were incarcerated in the county jail. Wise reportedly hit Conner in the face multiple times, continuing to punch him after he felt to the floor.

Joshua A. Sutton, 37, Teegarden Road, Salem, is charged with domestic violence and aggravated menacing for allegedly threatening and attempting to cause harm to Danielle Sutton on July 6, when he reportedly has a prior domestic violence conviction in Girard Municipal Court in January of 2018.

Ray F. Woods II, 27, Whinnery Road, Winona, is charged with domestic violence for allegedly harming Jessica Hildebrand, while she was pregnant on July 1.

Curtis J. Dunnings, 28, Canton, is charged with assault for allegedly causing physical harm to Nicholas J. Nelson, a corrections officer at the county jail, while Dunnings was incarcerated.

Todd A. Hawthorne, 37, Garner Avenue, East Liverpool, is charged with tampering with evidence, a third-degree felony, endangering children and possession of cocaine. Hawthorne allegedly attempted to hide a smoking device and had cocaine when he had a 7-year-old child with him on June 21.

David Michael Lee Liptay, 18, state Route 14, Columbiana, is charged with grand theft of a motor vehicle, failure to comply with an order or signal of a police officer and operating a vehicle without a license. On June 28, Liptay allegedly taking a 1997 Chevy Camero belonging to Shawn Mason and fleeing from police.

Christopher A. Shiflett, 30, Niles, is charged with receiving stolen property and aggravated possession of drugs for allegedly having hydromorphone on Dec. 25 and then a Diamond C dump trailer owned by Lincoln Way Sales on July 18.

Pamela S. Snay, 43, Malone Road, Salineville, is charged with possession of drugs, a first-degree misdemeanor, for allegedly having tramadol on May 9.
