EL woman charged with WIC, Medicaid fraud
LISBON — Shyia Y. Quarterman, 36, Oak Street, East Liverpool, was served a secret indictment charged with illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third degree felony, as well as Medicaid fraud. Beginning on May 7, 2015 through April 30, 2019, Quarterman is alleged to have used benefits through the Food Stamp Act of 1977. Additionally, from Nov. 15, 2015 though April 30, 2016, Quarterman allegedly made false or misleading statements to receive reimbursement through the Medicaid program. The indictment was issued by the grand jury in September.
