MUNICIPAL COURT

LISBON — In county Municipal Court, Chad M. Mixter, 43, Commerce Street, Wellsville, was bound over to the grand jury on charges of aggravated vehicular assault, OVI , expired license and failure to control after waiving his right to a preliminary hearing. As terms of his bond, Mixter was ordered not to use or possess alcohol and not to operate a motor vehicle. Mixter is accuse of striking a woman with a vehicle on Commerce Street, Wellsville, on Dec. 6.

Ayvree Leon Spratley, 22, Bedford, was bound over to the grand jury on a charge of failure to comply with an order or signal of a police officer for allegedly refusing to stop for troopers on state Route 11, passing multiple vehicles at varying speeds without signaling in snowy weather, at excess of 90 mph and after turning off his headlights on Dec. 5. Spratley waived his right to the preliminary hearing.

Wade E. Deland, 46, Randel Road, Hanoverton, was credited with three days served in jail, sentenced to an additional 27 days in jail, fined $975, had his license suspended for three years and required 40 hours community service for OVI first offense, no license, open container and failure to control.

Rachelle Kathryn Hartman, 27, Rosemont Road, Alliance, was fined $675, had her license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense.

Scott A. Martin, 38, North Lincoln Avenue, Salem, was fined $1,025, had his license suspended for a year, required to attend a three-day counseling program and ordered 60 hours community service for OVI first offense, endangering children and open container. Martin had an infant inside the vehicle when he was intoxicated on May 9.

Frank W. Ketchum, 54, state Route 644, Salineville, was fined $955, had his license suspended for a year, sentenced to 13 days in jail and required 30 hours community service for OVI second offense, failure to control and a seat belt violation.

David M. Jones, 31, state Route 14, New Waterford, was fined $250 and credited with three days in jail for persistent disorderly conduct amended from child endangering. Two additional charges of child endangering against Jones were dismissed. Additionally, Jones was ordered to continue following the recommendations made by Children Services. Court documents claimed on Sept. 15, Jones had a child in a home overrun by dog feces, dog urine, garbage, dirty diapers an bugs. Additionally, on the same day the child was rescued on state Route 14 by Christian Cavalier, after the child was nearly struck in traffic, and after Cavalier had earlier found the child at a dock on Cavalier’s pond, but had returned the child home.

Payton E. Pokego, 20, state Route 14, New Waterford, was fined $100 for persistent disorderly conduct amended from endangering a child for the same child being in that home left in filthy conditions. Additionally, Pokego was ordered to continue following the recommendations made by Children Services.

A Jan. 30 pretrial was set for Timothy R. Foster, 27, Yeager Road, Negley, cited with driving under OVI suspension, failure to control, material on the roadway, a seat belt violation and open container.

Derrick L. Duvall, 46, Youngstown, was credited with six days in jail, sentenced to an additional 14 days in jail and fined $250 for falsification for providing Deputy Brent Grabman with two false Social Security numbers, a false name and date of birth during a traffic stop on Dec. 6.

A Dec. 16 pretrial was set for Lyle W. Foster, 30, last known address Michigan Avenue, East Liverpool, charged with falsification for allegedly giving the Municipal Court judge and the clerk of courts an address as his current address on Dec. 6, which was found on Dec. 10 not to have been his address since May.

James D. Kozar, 49, Walnut Street, Leetonia, was fined $250 and credited with two days in jail for disorderly conduct amended from domestic violence for striking Frances Finch in above her eye on Nov. 12.

A Dec. 16 pretrial was set for Shane M. Bagley, 41, Arch Street, Salem, charged with domestic violence for allegedly slapping Jamie Bagley in the face and grabbing her shirt by the neck area on Tuesday.

Ryan M. Colegrove, 34, Malibu Road, Minerva, was fined $350 for fictitious plate and a headlight violation.

Jarod N. Hively, 21, Georgetown Road, North Georgetown, was fined $250 and required 25 hours community service for driving under suspension.

Kevin J. Seamons, 33, Youngstown, was fined $100 for no license amended from failure to reinstate a license. A Dec. 23 court trial was set for Seamons on a possession of marijuana citation.

Jason Richard Thompson, 19, East Taggart Street, East Palestine, was fined $150 for possession of marijuana paraphernalia.

Gayle A. DeRosa, 64, Canfield, and Shawna L. Purnell, 39, state Route 164, Leetonia, were each fined $50 for disorderly conduct for becoming unruly at a basketball game at the Leetonia Schools on Saturday, blocking Patrolman Alan Shaffer from moving, making accusations and calling a child names until she was escorted from the property.
