MUNICIPAL COURT

LISBON – A Sept. 21 preliminary hearing was set in county Municipal Court for Dorian T. Lowery, 45, Old Enon-Unity Road, Enon Valley, Pa., charged with violating a temporary protection order. On Tuesday, Lowery allegedly went to the Hawkins Road, New Waterford, home of Jill Marshall and where he was found standing in the front yard by deputies. She reportedly has a protection order against Lowery, who has been previously convicted last week of violation a protection order.

A Sept. 24 pretrial was set for Jason S. Ramsey, 18, Walnut Ridge, Salineville, cited with failure to comply with the order or signal of a police officer, expired license, marked lanes, failure to control, traffic control devices and speeding for allegedly fleeing from police in Salem, who attempted to stop his white Cadillac CTS in the area of Ohio Avenue and East Pershing Street early Tuesday. Ramsey reportedly continued out of town at high rates of speed with Leetonia police also attempted to stop the vehicle, which crashed just outside of Columbiana on state Route 344. Ramsey reportedly admitted he did not stop because he had an “ounce of weed” in his possession.

Ross A. Chaplow, 38, West Park Avenue, Columbiana, was fined $550 and sentenced to 27 days in jail for OVI second offense, a stop sign violation, driving under suspension, left of center, distracted driving and possession of marijuana.

Penny L. Collins, 47, Seigler Road, Salineville, was sentenced to seven days in jail, fined $925, had her license suspended for a year and required 40 hours community service for OVI first offense and left of center.

Joshua R. Dickey, 27, Oak Street, Leetonia, was fined $875, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense, no license and marked lanes.

A Nov. 3 pretrial was set for Charles W. Brant, 44, Maple Street, Salem, charged with OVI first offense and failure to control.

Scott E. Wagmiller, 47, McCann Road, Salem, was fined $725, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and marked lanes.

Charles Ray Beverly, 32, Seigler Road, Salineville, was fined $1,275, had his license suspended for a year, required to attend a three-day counseling program, credited with a day in jail, sentenced to an additional two days in jail and required 40 hours community service for OVI first offense, driving under suspension and use of unauthorized plate.

An Oct. 27 pretrial was set for Dawn M. Andrews, 42, Millrock Road, New Waterford, cited with OVI first offense and left of center.

Amanda B. Hines, 33, Idaho Avenue, Salem, was sentenced to 10 days in jail for falsification and possession of drug abuse instruments. Hines gave Salem police the name Nichole Green and was sitting on a syringe during a traffic stop on Monday.

Jayce A. Lucas, 29, Hammond School Road, Wellsville, was fined $250 and required 30 hours community service for menacing for threatening to harm Wellsville patrolman Tye Hall if he sees him off duty.

A Nov. 2 pretrial was set for Amanda D. Stoneking, 27, West Perry Street, Salem, charged with theft for allegedly failing to scan $89 in Walmart merchandise on Thursday.

Sean D. Chappell, 38, West Main Street, Washingtonville, was sentenced to three days in jail, fined $500 and had his license suspended for 180 days for driving under OVI suspension.

An Oct. 29 pretrial was set for Fred E. Morris Jr., 55, Sherwood Avenue, East Liverpool, charged with assault for allegedly striking John Shields in the face multiple times on Dec. 22, 2017.

A Sept. 21 pretrial was set for Erick W. Meredith, 34, Forest Road, Lisbon, charged with menacing for allegedly threatening Alexandria Owsley by saying he was going to kill her by shooting her and then kill himself on Sept. 9.

David A. Hitt, 32, Sharp Avenue, Salem, was fined $350 and had his license suspended for 180 days for driving under suspension.

James A. Fone Jr., 56, state Route 154, Negley, was fined $280 for driving under suspension, failure to display a valid sticker, failure to control and a seat belt violation.

A Nov. 3 pretrial was set for Macy Celeste Goodman, 24, Stewart Road, Salem, cited with driving under OVI suspension.

Cassidy Atkinson, 18, Boston Street, Washingtonville, was fined $250 for speeding, her third moving violation in 12 months.

Allan Groves, 61, Taggart Street, East Palestine, was fined $150 for three counts of a building maintenance violation for failing to address zoning code violations on a three-story brick building at 126 E. Lincoln Way, Lisbon.

An Oct. 27 pretrial was set for Wayne Brock, 37, Apples Way Drive, Leetonia, cited with violation of the table of permitted and conditional uses for allegedly operating a business out of the garage on his residential property on North Jefferson Street by storing, selling and shipping foundations and headstones.

Sarah C. Mullins, 26, Carbon Hill Road, East Palestine, was sentenced to five days in jail and fined $150 for drug paraphernalia for a crack pipe found in a crashed vehicle on April 24.

A Nov. 2 pretrial was set for Joshua Thomas Boyle, 20, Foundry Hill Road, Hanoverton, cited with possession of marijuana paraphernalia and possession of marijuana.

Devin Dewayne Thompson, 27, Youngstown, was fined $705, had his license suspended for a year, required to attend a three-day counseling program and ordered 20 hours community service for OVI first offense and speeding. A driving under suspension citation was dismissed.

An Oct. 27 pretrial was set for Todd O Dean, 40, Aetna Street, Salem, cited with possession of a drug abuse instrument for an alleged syringe found in the sunglass compartment in the ceiling of a truck with the assistance of Salem K-9 Argo on Monday.

Gary H. Lawn, 70, Mechanicstown Road, Hanoverton, was fined $100 for driving under suspension.
