— Shelly L. Joiner, 34, New Philadelphia, was cited with OVI, assured clear distance and hit-skip at 11:04 p.m. Saturday. Joiner rear-ended a horse-drawn buggy driven by John H. Trooper, 23, New Waterford, while traveling on state Route 14 in Unity Township, causing it to run off the side of the road and overturn. Joiner got out and asked if they were okay and then fled the scene. Joiner was found in Pennsylvania and determined to be under the influence. Troyer sustained minor injuries and the horse was not injured.

— Patrick J. Carpenter, 19, Columbus, was cited with improper passing after attempting to pass to the right of an ATV driven by Trenton A. Mango, 17, Hanoverton, at 1:55 p.m. Tuesday. Carpenter was traveling behind Mango on state Route 172 in Hanover Township and attempted to pass Mango as Mango began to turn right onto Teegarden Road. Carpenter collided with the ATV, causing both units to travel off the road, striking a utility pole. Mango was cited for driving an ATV on a state route. He sustained minor injuries.

— Eddie Solivan, 39, Washingtonville, was arrested for OVI and cited with assured clear distance at 10:31 p.m. July 21 after rear-ending a Bobcat 873 operated by Ralph Eberly, 58, Leetonia, while traveling on state Route 344 in Salem Township, causing the Bobcat to travel off the road. Solivan sustained minor injuries and was transported to a local hospital. Eberly was cited for not having a slow moving vehicle sign.

— Luis Moreno, 35, Pascagoula, Miss., was arrested for OVI and cited with failure to control at 11:45 p.m. Sunday after he failed to negotiate a curve on state Route 172 in West Township and went off the road, striking two traffic signs, an embankment, a utility pole and a ditch before coming to a final rest in a field.

— Ashley M. Treon, 25, Wellsville, was cited with right of way after she pulled out of a drive and collided with a vehicle driven by Kylee J. Vantilburg, 19, East Liverpool, at 5:12 p.m. July 22.
