GRAND JURY

LISBON — The Columbiana County Common Pleas Court grand jury issued 35 indictments this week including four indictments for people accused of harming or attempting to harm law enforcement officers and six for men accused of soliciting sex from children. The 35 indictments included 22 open indictments listed below and 13 secret indictments that will be released as they are served. The grand jury also chose not to indict in one case it was presented.

Aaron M. Freet, 40, Youngstown, is charged with felonious assault, a first-degree felony; having weapons while under disability, a third-degree felony; discharge of a firearm on or near prohibited premises, a third-degree felony; carrying a concealed weapon, a fourth-degree felony; and misdemeanor charges of obstructing official business and resisting arrest. On July 1, Freet allegedly attempted to harm patrolman Jonathan Smith during a traffic stop in Perry Township, firing a Ruger .380 caliber semi-automatic handgun from inside a vehicle at Smith. Freet reportedly has a prior felony conviction for burglary in 2011.

Cassidy M. Francis, 22, Warren, was charged with felonious assault, a first-degree felony; failure to comply with an order or signal of a police officer, a third-degree felony; and two misdemeanor charges of resisting arrest and drug paraphernalia. Francis allegedly attempted to East Palestine detective Dan Haueter with a vehicle on July 9 while attempting to flee from police in an alleged attempt to avoid her own arrest in an alley.

Shane E. McCutcheon, 32, Reynolds Street, East Liverpool, is charged with two counts of felonious assault, both first-degree felonies; failure to comply with an order or signal of a police officer, a third-degree felony; two counts of vandalism, both fifth-degree felonies; and misdemeanor citations of resisting arrest, domestic violence and driving under FRA suspension. On Aug. 12, McCutcheon allegedly was driving recklessly and failing to stop for police and then attempted to injure both East Liverpool police officers Rob Smith and Jake Talbott with a 1999 Ford truck, ramming Talbott’s patrol car at the dead end of Valley Avenue and then the patrol car driven by Smith. Police reportedly had to taser McCutcheon while he continued to try to drive in order to get him to stop. He also allegedly threatened to shoot Jessica White and take her children, ages 2 and 6, causing her to sleep with a baseball bat out of fear.

Ryan A. McCauley, 41, Lincoln Avenue, Wellsville, was charged with assault, a fourth-degree felony, and misdemeanor charges of resisting arrest and obstructing official business. On July 1, McCauley allegedly harmed or attempted to harm patrolman John Shaughnessy, in an attempt to stop him from doing his job as a Wellsville police officer, by kicking a patrol vehicle door into Shaunghnessy, who was taking him into custody.

Michael J. Boyle, 52, Girard, is charged with compelling prostitution, a third-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution, a misdemeanor charge. On July 2, Boyle allegedly attempted to hire a 16-year-old girl, offering to pay her $150 for sex, setting up the sexual encounter utilizing his phone and arriving at the meeting location where he found agents from the Mahoning Valley Human Trafficking Task Force.

Patrick Henry Adams, 52, Harvey Avenue, East Liverpool, is charged with compelling prostitution, a third-degree felony; tampering with evidence, a third-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution, a misdemeanor charge. On July 18, Adams allegedly attempted to hire an 18-year-old woman and a 16-year-old girl to provide sexual activities for $120, using his phone to arrange the meeting and then attempted to delete text messages from the ladies before he would open his vehicle door when ordered to do so by police from the Mahoning Valley Human Trafficking Task force.

Randall Wayne Keirns, 56, Akron, is charged with compelling prostitution, a third-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution, a misdemeanor charge. On July 1, he allegedly attempted to hire an undercover officer he believed to be a 16-year-old girl for sex, agreeing to pay $180 and making the arrangements on his phone.

William K. Hebron, 28, Macklin Road, New Waterford, is charged with importuning, a fifth-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; and possessing criminal tools, a fifth-degree felony. Beginning on June 25 and continuing through June 26, Hebron allegedly used his phone in an attempt to solicit someone he believed to be a 15-year-old girl to have sex with him, before arriving at the meeting location to pick the girl up on June 26.

Patrick Stephen Cassidy, 57, Hubbard, is charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; tampering with evidence, a third-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution, a misdemeanor charge. On Aug. 2 and Aug. 3, Cassidy allegedly agreed to have sex with both a mother and her 15-year-old daughter in exchange for money, using his phone to arrange the sexual acts and attempting to delete the phone app he used to text them before police could stop him. Cassidy reportedly was arrested in Trumbull County for similar charges of soliciting and possession of criminal tools in 2018.

John Edward Wansor, 45, Hermitage, Pa., is charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution, a misdemeanor charge. On Aug. 1 through Aug. 3, Wansor allegedly answered an advertisement placed by an underage officer from the Mahoning Valley Human Trafficking Task Force offering a mother attempting to sell sex with her 15-year-old daughter, agreeing to have sex with both for money and arranging a meeting using his phone.

Antwane McMeans Jr., 21, Youngstown, is charged with failure to comply with an order or signal of a police officer, a third-degree felony; and misdemeanor citations of failure to stop after an accident, obstructing official business, resisting arrest and driving under FRA suspension. On July 19, McMeans allegedly fled from East Liverpool police, taking off when the police officer approached the vehicle and at one point fleeing west on the east side of the highway toward state Route 11 for about 10 miles nearly striking other vehicle’s head on. He eventually reportedly ran from the vehicle into a wooded area where he was apprehended by K-9 Noras.

Carl B. Moore, 42, Wilbert Avenue, East Liverpool, is charged with having weapons while under a disability, a third-degree felony, and improperly handling firearms in a motor vehicle, a fourth-degree felony. On June 10, Moore allegedly had a loaded LLAMA Minimax-II 45 handgun in a cooler on the side floor of his vehicle, when he reportedly had a trafficking in marijuana conviction in 2005.

Ashley V. Russell, 32, state Route 14, New Waterford, is charged with breaking and entering, a fifth-degree felony, and endangering children, a misdemeanor. On July 10, Russell allegedly broke into a vacant building when she had a 14-year-old daughter with her and two other children inside her vehicle.

Shane A. Burkhart, 33, West Main Street, Washingtonville, is charged with improperly handling firearms in a motor vehicle, a fourth-degree felony, as well as a misdemeanor citation of driving under FRA suspension. On July 12, Burkhart allegedly had a loaded pistol unholstered between the center console and driver’s seat during a traffic stop in Columbiana.

Trevor K. Heiney, 32, Broadway, Wellsville, is charged with a third-degree felony charge of failure to comply with an order or signal of a police officer. On July 9, Heiney allegedly fled from St. Clair Township police in a vehicle in the areas of state Route 267, Cannons Mill Road, Y and O Road and Wells Hollow Road, reaching speeds of at least 70 mph while traveling at least 3.6 miles before abandoning the vehicle and fleeing into the woods.

Timothy R. Boggs, 29, North Pleasant Drive, East Palestine, is charged with escape, a fifth-degree felony for allegedly jerking away from a sheriff’s deputy and fleeing on foot until he fell and was taken back into custody on July 18 on a warrant for failure to report to the jail.

Michael Allen Noble, 56, Liberty Street, Salem, is charged with domestic violence, a fourth-degree felony, and resisting arrest. On July 12, Noble allegedly threatened Lori Ann Barber that if she did not move out of the Washingtonville home, where they were living together, she would die. He then reportedly renewed those threats to Washingtonville police while on the way to the county jail.

Luke Matthew Worden, 40, Steubenville, is charged with domestic violence, a fourth-degree felony, and misdemeanor charges of criminal damaging and aggravated trespass. On July 27, Worden allegedly went outside to the back of an Independence Square, Wellsville, home during an argument with Shantel M. Temple, the mother of his children, broke the kitchen window from the outside of the home, kicked the back door open and then went back inside where he reportedly slammed Temple to the ground, pulled her hair and punched her in the back.

Jesse Dean Schisler, 36, Franklin Avenue, Salem, is charged with receiving stolen property, a fourth-degree felony, for allegedly having a 2014 GMC Yukon belonging to James H. Miller on Aug. 5.

Michael Gage Miller, 26, Salem-Alliance Road, Salem, is charged with domestic violence, a fifth-degree felony, for allegedly slapping Amanda Miller in the face, throwing a cardboard box at her head and then smacking her head off the ground twice on Aug. 5 when she was about 10 weeks pregnant.

Michael J. Spencer, 33, Haessly Road, Hanoverton, is charged with tampering with evidence, a third-degree felony; and misdemeanor charges of possessing drug abuse instruments and drug paraphernalia. On Aug. 6, Spencer allegedly concealed two syringes at the Frola Motel, when deputies were called when he reportedly was overdosing. After being revived by EMS, Spencer allegedly attempted to flush the syringes down the toilet and had a digital scale and bottle cap for mixing drugs inside the room as well.

Richard Artis Monigold, 41, Ocelot Road N.E., Salineville, is charged with failure to comply with an order or signal of a police officer, a third-degree felony. On Aug. 2, Monigold allegedly fled from Salineville police, going faster than 64 mph in a 35-mph zone and heading toward Carroll County while passing cars on a double yellow line before police stopped the pursuit.
