LISBON — In county Municipal Court, John H. Troyer, 24, Kibler Road, New Waterford, was bound over to the grand jury on charges of aggravated arson and burglary, both second-degree felonies. On May 6, Troyer allegedly kicked in the door of a Kibler Road cabin, stole items inside and set it on fire.
Davon M. Moats, 19, Lisbon Street, East Liverpool, was bound over to the grand jury on a charge of failure to verify change of address, a third-degree felony, for allegedly registering an address in the 1000 block of Aten Avenue in Wellsville in March, but when deputies checked on him in May, he reportedly was found to have moved out. Moats is required to register his address as a Tier II sexual offender with a conviction for gross sexual imposition.
Additionally, he signed a waiver of extradition so he can be returned to the state of Pennsylvania, where he has a warrant for failure to provide a verifiable address and failure to obtain a mental health evaluation or treatment.
— A June 7 pretrial was set for Ernest L. Wengerd, 33, Depot Road, Lisbon, cited with OVI third offense, OVI refusal with prior within 20 years, driving under suspension and failure to control.
— An Aug. 15 pretrial was set for Kevin Scott Williams, 34, Youngstown, charged with engaging in prostitution, possession of criminal tools and expired license. On Tuesday, Williams allegedly requested sexual conduct from an undercover agent in exchange for $150 and arrived in Salem to meet the agent from the Mahoning Valley Human Trafficking Task Force.
— Alexander Gromley, 30, Harding Avenue, Salem, was fined $1,125, had his license suspended for a year, required to attend a three-day counseling program and ordered 100 hours community service for OVI first offense and obstructing official business for allegedly running from police while they were waiting for an ambulance to transport Gromley to a hospital on Dec. 15.
— David Gillespie, 39, Newell, W.Va., was fined $975, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for left of center, tail lights violation and physical control amended from OVI first offense.
— John T. Prothero III, 41, New Galilee, Pa., was fined $600, required 20 hours community service and ordered to attend a 12-hour prostitution prevention course for soliciting prostitution and possession of criminal tools. On May 20, Prothero had requested a “quick visit” with an undercover agent posing as a prostitute in exchange for $60.
— An Aug. 11 pretrial was set for Michael Allen Wilson, 51, U.S. Route 30, East Rochester, charged with engaging in prostitution, possession of criminal tools and possession of drugs for allegedly responding to an advertisement and offering $50 and methamphetamines in exchange for sexual activity with an undercover agent with the MVHTTF.
— An Aug. 9 pretrial was set for Hanna Davis, 24, Uniontown, cited with OVI first offense and left of center.
— An Aug. 11 pretrial was set for Cody William Cooper, 23, Schneider Road, Hanoverton, cited with OVI first offense and a turn signal violation.
— An Aug. 9 pretrial was set for Tariq Larkins, 29, St. Clair Avenue, East Liverpool, charged with aggravated menacing and telecommunications harassment for allegedly sending threatening text messages to Melinda Starkey on March 6, which included that he was going to find her and kill her.
— An Aug. 15 pretrial was set for Burdette E. Baker, 62, Youngstown, charged with engaging in prostitution and possession of criminal tools for allegedly offering an undercover agent with the MVHTTF $120 for sexual activities and arriving in Columbiana to meet the agent on Wednesday.
— Edward Jackson Wells, 54, Riffle Road, Lisbon, was fined $750, required 20 hours community service and ordered to participate in a 12-hour online course for preventing prostitution for engaging in prostitution and criminal tools. On April 8, Wells had attempted to meet someone he believed to be a prostitute for sex in exchange for $100 in East Palestine.
— Dennis E. Swhwartz, 29, Farrell, Pa., was fined $700, required 20 hours community service and ordered to participate in a 12-hour online course for preventing prostitution for engaging in prostitution and criminal tools. On April 28, he had offered an undercover agent in East Palestine $90 for sexual activity.
— A Sept. 20 pretrial was set for Robert Alan Malecki, 56, Orwell, charged with engaging in prostitution, possessing criminal tools, drug paraphernalia and possession of drugs for allegedly offering $200 and bringing methamphetamines, marijuana and the pipes needed to party with someone he believed to be a prostitute on March 16.
— John P. Powell Jr., 31, Price Street, East Liverpool, was credited with 10 days in jail, sentenced to an additional 20 days in jail, fined $1,900, had his license suspended for two years and required 60 hours community service for OVI second offense, failure to control, no license, driving under suspension and endangering children for crashing on Aug. 14, 2021 with two children, ages 5 and 6, in the vehicle while he was intoxicated.
— Andrew Schry, 53, Cranberry Township, Pa., was fined $750, required 20 hours community service and ordered to participate in a 12-hour online preventing prostitution course for engaging in prostitution and possessing criminal tools. On May 12, Schry had traveled to East Palestine to meet an undercover agent with the MVHTTF, whom he had offered $140 for sexual activity.
— An Aug. 11 pretrial was set for Brandon R. Moore, 18, Summerset Drive, East Liverpool, cited with OVI first offense, driving under suspension, marked lanes and a seat belt violation.
— Chloe Sorgman, 21, Black Road, Lisbon, was fined $350 for driving under suspension.
— Harley Barnhart, 24, Warren, was fined $250 for criminal trespassing for being on a property in the 14000 block of McCormick Run Road in Madison Township, which was clearly posted as private property on April 21.
— Andrew G. Rowell, 27, Old Route 14, Columbiana, was credited with 11 days served in jail, sentenced to an additional 19 days in jail, fined $250 and required 50 hours of community service for domestic violence for causing physical harm to Paige Harris on May 15.
— A June 13 pretrial was set for Jennifer M. Sabine, 45, East Lincoln Way, Lisbon, cited with OVI first offense, obstructing official business and failure to disclose personal information.
— Roger M. Maxwell, 48, Wheeling, W.Va., was fined $500, credited with a day in jail and required 40 hours community service for two counts of violating a temporary protection order. On Feb. 19, 2019, Maxwell had contacted Kandi Tanner by Facebook Messenger, after also contacting her on Jan. 31, 2019.
— Robert T. McDowall, 65, Youngstown, was fined $500, ordered 20 hours community service and required to attend a 12-hour online prostitution course for criminal tools and disorderly conduct amended from engaging in prostitution. McDowall had been charged after he had reported made arrangements for sexual activity in exchange for $50 on Jan. 5 in East Palestine.
— Alpino B. Raneri Jr., 43, West Perry Street, Salem, was fined $400 for failure to control and driving under suspension.
— Wickie W. Tutt Jr., 51, Youngstown, was fined $300 for two counts of no license amended from two counts of driving under suspension.
— Heather Downs, Ohio Avenue, Salem, voluntarily surrendered ownership of a dog seized from her home by a humane agent with the Columbiana County Humane Society for alleged medical neglect on May 20.
— A citation for marked lanes and distracted driving were dismissed against Thuy Le Huynh, 35, Washington, Pa.
Michelle Lynn Hall, 45, West Washington Street, Lisbon, was fined $200 for driving under FRA suspension and assured clear distance.
— Eric Collins, 26, West Perry Street, Salem, was fined $180 for driving under suspension and expired registration.
Taleisha Williams, 27, Youngstown, was fined $150 for driving under FRA suspension.
