LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set July 7 for Anthony Staph, 56, New Castle, Pa., charged with a fourth-degree felony of counterfeiting and misdemeanors of engaging in prostitution and possessing criminal tools. Staph responded to an undercover ad posted on a known escort website by an undercover Mahoning Valley Human Trafficking Task Force agent and requested sexual activity in exchange for $40. On June 29, he arrived at the designated meeting place in East Palestine with $500 in counterfeit money in his possession concealed in the center console of his vehicle, claiming he was paying the female $100 that was on top of the counterfeit currency. He only had one $20 bill in his wallet besides the counterfeit money. The investigator noted on an affidavit that Staph had a 2009 federal conviction for bank and mail fraud conspiracy and wire fraud conspiracy.

Trevor Barr, 26, East Main Street, East Palestine, was fined $400 and sentenced to 180 days in jail, to be served at the same time as a sentence for a Common Pleas Court case, for endangering children. The misdemeanor charge stemmed from an incident Jan. 10, 2021 when sheriff’s deputies responded to a Grant Street, Lisbon home to check on the children and found Barr’s 1-year-old daughter outside in the cold with only a shirt and diaper on and crying while the parents were asleep inside. According to Common Pleas Court records, Barr was recently sentenced to 24 months in prison for two counts of endangering children, one a felony and one a misdemeanor, for an incident on April 1, 2021 involving two children ages 2 and 3 years old.

David Negrin, 38, Slippery Rock, Pa., was fined $500 for possessing criminal tools and disorderly conduct, amended from engaging in prostitution, and ordered to forfeit $150 to the Mahoning Valley Human Trafficking Task Force for soliciting sexual conduct from an undercover agent posing as a seller of sex for $150 and driving to Salem for the meeting Jan. 7 with the money and his phone used to make the arrangements.

A pretrial was set Sept. 12 for Darrick Page, 44, Youngstown, charged with engaging in prostitution, possessing criminal tools and possession of drugs for allegedly arranging to meet an undercover Mahoning Valley Human Trafficking Task Force agent posing as a female online and requesting sexual acts in exchange for $80 and then showing up in East Palestine on Dec. 22, 2021 for the meeting. Page had the money and the cell phone used to arrange the meeting in his possession.

A pretrial was set Sept. 12 for Dale Heizler, 55, Chester, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad placed on a website known for prostitution by a Mahoning Valley Human Trafficking Task Force agent and requesting sexual acts in exchange for $100, then arriving for the meeting June 9 in East Palestine with money and his phone used to make the arrangements.

A pretrial was set Sept. 6 for Curtis Laughlin, 31, state Route 154, Rogers, charged with improper handling of a firearm in a motor vehicle for allegedly having a firearm in a vehicle during a traffic stop on June 11 in Columbiana.

Tricia Watson, 38, last known address Jones Drive, Salem, was fined $100 for aggravated menacing for making a threat against another female on Aug. 31, 2021 in the 1800 block of South Lincoln Avenue, Salem.

A pretrial was set July 18 for Randy McCall, 64, Kelly Park Road, Columbiana, charged with domestic violence for allegedly threatening to end the life of a household member and put a bullet in the head of the victim’s 12-year-old daughter during a domestic incident June 26 at the Kelly Park Road residence.

A pretrial was set Aug. 2 for James Miller, 43, Harper Avenue, East Liverpool, charged with domestic violence for allegedly punching a woman in the face during a domestic dispute on May 4 on Y & O Road, East Liverpool.

A pretrial was set July 14 for Sarah Graham, 19, Pinewood Drive, New Waterford, charged with domestic violence for allegedly punching her father in the face multiple times, biting him in the arm and hitting her mother with a fist and kicking her in the head multiple times during a domestic June 21 in Washingtonville.

Gavin Linden, 20, Crestview Road, Leetonia, was fined $400 for resisting arrest and disorderly conduct after he wouldn’t stop screaming and kept pulling away and refusing to get into the sheriff’s cruiser when deputies looking for him found him in the 2600 block of Leetonia Road on April 11.

Sentencing was set July 14 for Jeffery Dillon, 60, Sunset Boulevard, Salem, who pleaded guilty to voyeurism for an alleged act while looking into a relative’s room while the female was sleeping on May 31 on Sunset Boulevard, Salem.

Sentencing was set July 14 for Jamie Drummond, 53, Cincinnati, who pleaded guilty to theft for attempting to conceal $246 in merchandise and leaving without paying for the items on June 28 at Walmart in Salem.

David Mackall, 52, East Railroad Street, Columbiana, waived extradition as a fugitive from justice to return to Pennsylvania to face a warrant issued April 29 for a charge of driving under the influence. Other charges stemming from the Sept. 29, 2001 traffic incident in New Brighton in Beaver County included careless driving, restrictions on alcoholic beverages and accidental damage to an unattended vehicle or property after he allegedly hit a parked vehicle. A toxicology report allegedly showed fentanyl was in his system at the time of the accident.

Troy Adams, 49, Boardman, was fined $1,130 for operating a vehicle under the influence, failure to control and no seat belt, and was ordered to serve 180 days in jail, with 177 days suspended and credit for three days for completing a driver intervention program and had his license suspended for year, with credit for a pretrial suspension and driving privileges granted.

A pretrial was set July 14 for Travis Rhodes, 31, East North Avenue, East Palestine, charged with theft for allegedly taking his sister’s cell phone from her residence on South Market Street, East Liverpool, on June 23.

A pretrial was set Aug. 11 for Stephany Rupprecht, 51, Washington Street, Leetonia, charged with expired license and possessing drug abuse instruments. Rupprecht allegedly possessed a pink bag with needles, a crack pipe and suspected crystal meth scales in the rear hatch of the vehicle during a traffic stop on Main Street in Leetonia on June 28.

Victoria Stewart, 23, Sherrodsville, was fined $875 for physical control, amended from OVI, and sentenced to 90 days in jail, with 87 days suspended and credit for three days for a driver intervention program. She was also ordered to complete 20 hours community service. A speeding charge was dismissed.

James Stevens, 72, Duke Road, East Liverpool was fined $150 for an equipment violation, amended from failure to yield.

Robert John Anderson III, 42, Dutchtown School Road, Rogers, was fined $350 for driving under suspension, use of unauthorized plate and failure to display sticker.

A pretrial was set Sept. 13 for Infiniti Brady, 26, Youngstown, charged with driving under suspension, child restraint and traffic control devices.

A pretrial was set Sept. 6 for Scott Hank, 34, Hubbard, charged with peeling tires.
