GRAND JURY

LISBON — A man accused of causing serious physical harm to a 13-year-old child earlier this year was one of nine defendants openly indicted by the Columbiana County Grand Jury Wednesday.

Branden Endsley, 23, Woodsdale Road, Salem, was charged with a second-degree felony count of felonious assault for allegedly injuring a juvenile victim on Feb. 8.

The incident occurred at a Woodsdale Road, Salem, property where Endsley allegedly grabbed the juvenile by the arm or hand and twisted or manipulated the limb in such a way that it resulted in a “closed fracture of the phalanx of the digit of the hand,” according to a medical professional on court documents.

The grand jury issued nine open indictments and 27 secret indictments after meeting for two days and examining 36 witnesses. Secret indictments aren’t made public until the defendants are served with the paperwork.

Other open indictment issued included:

— Chad Love, 36, Roller Road, Salem, fourth-degree felony assault, fifth-degree felony attempt and misdemeanors of falsification, obstructing official business, and three counts criminal mischief. On Feb. 6, Love allegedly gave a false name and ran away from officers trying to take him into custody in Leetonia after incidents when he allegedly damaged cars and ripped off the hand rail to the post office building and assaulted a police officer. He also allegedly attempted to steal a car.

— Nikki Koffel, 34, West Fourth Street, East Liverpool, fifth-degree felony identity fraud and misdemeanor receiving stolen property for allegedly giving a fictitious name and wrong date of birth to hospital staff for treatment using a stolen identification card on March 23 at East Liverpool City Hospital.

— Eric Rogel, 33, Alliance, fourth-degree felony charge of improper handling of a firearm in a motor vehicle and two misdemeanor counts of operating a vehicle under the influence of alcohol or drugs. Rogel allegedly had a rifle with the bolt closed and a loaded magazine inside the weapon during a traffic stop when he was allegedly showing signs of impairment on Dec. 3, 2022 in West Township.

— Brittany Landacre, 29, East Indiana Avenue, Sebring, fifth-degree felony breaking and entering for allegedly entering an unoccupied residence through a window on May 4 in Salineville.

— Charles J. Ripley, 41, St. Clair Avenue, East Liverpool, fourth-degree felony domestic violence and misdemeanor aggravated menacing. The charges stemmed from an incident at an apartment in East Liverpool on April 29 when Ripley allegedly caused harm to a woman and broke items, with two or more previous convictions of domestic violence on his record. During booking, he allegedly threatened to assault a police officer.

— Tierney Steiginga, 34, Hypoluxo, Fla., fourth-degree felony assault and misdemeanors of resisting arrest and obstructing official business for allegedly getting out of a vehicle during a high risk traffic stop and interfering with the detention of her mother, who was cited for an OVI and other charges on April 27 in Columbiana. An affidavit said Tierney approached an officer in an aggressive manner and refused to be handcuffed and was taken to the ground. She was allegedly grabbing the officer’s forearm and squeezing while scratching him.

— Marcie McMannis, 47, Albright Avenue, Columbiana, fifth-degree felony aggravated possession of drugs and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing oxycodone and drug paraphernalia at her residence during the execution of a search warrant on Jan. 12.

— Joy Conn, 27, Canton, fourth-degree felony receiving stolen property and misdemeanors of possessing drug abuse instruments and illegal use or possession of drug paraphernalia for allegedly possessing a stolen 2007 Mazda 3 at Dollar General on April 30 in Hanoverton, along with drug paraphernalia and drug abuse instruments.
