Grand Jury

LISBON — Two drug defendants were served Thursday with secret indictments issued by the Columbiana County Grand Jury, including:

— Rachel Hess, 30, Rochester, Pa., aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on July 26, 2023.

— Herbert Jones, 36, Midland, Pa., possession of fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on Oct. 14, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Sterling Henry, 26, Boardman, was bound over to the county grand jury for third-degree felony having weapons while under disability and misdemeanor obstructing official business for allegedly possessing a loaded handgun when police took him into custody at the site of an East Liverpool property where the Columbiana County Drug Task Force was executing a search warrant on Oct. 15.

Officers had taken him to the ground and a knife was found in his pocket, then he was seated on the ground and started messing with his waist band, then an officer noticed the handle of a handgun under his leg. He was prohibited from possessing a firearm due to a previous conviction. He was also fined $20 for suspended license and expired plate.

A pretrial was set Jan. 28 for Forest Allen Couch Sr., 48, Warren, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $160, then driving to Salem on Oct 8 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Jan. 27 for Matthew Gilbert, 32, state Route 45 South, Salem, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $100 and then driving to Salem on Oct. 18 for the meeting with the phone used to make the arrangements in his possession.

John Scragg, 45, West Main Street, New Waterford, was fined $500 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in jail, for aggravated menacing. He was ordered to complete 80 hours of community service and to have no contact with the victims. He was accused of sending threatening messages to a couple on Sept. 28.

A pretrial was set Nov. 7 for Kirsten Mirabelli, 26, Bethel Park, Pa., charged with domestic violence, falsification, resisting arrest, obstructing official business and criminal trespass for allegedly punching another woman in the face during an argument in East Palestine on July 22. On Oct. 24, Mirabelli was at the East Palestine residence and gave officers a false name when they responded to take her into custody for a warrant and tried to run from officers. She then entered a garage without permission and resisted arrest when taken into custody.

A pretrial was set Feb. 3 for Vicki Crowe, 31, Independence Square, Wellsville, charged with domestic violence for allegedly punching a juvenile in the face and causing physical harm on Sept. 25 in Wellsville.

A pretrial was set Nov. 4 for Austin McElwain, 20, Liberty Street, Salem, charged with violating a protection order for allegedly contacting a protected person by phone on Oct. 2 in Salem, calling her again while police were present.

Manuel Perez, 30, South Lincoln Avenue, Salem, was fined $100 and sentenced to 30 days in jail, with 20 days suspended and credit for four days served, leaving a balance of six days still to serve in jail for criminal damaging and disorderly conduct. On Oct. 20 in Salem, Perez threw a beer bottle at a window at Quaker Village and broke it while intoxicated.

A pretrial was set Nov. 14 for Dakota Egnew, 27, Steubenville, charged with theft for allegedly stealing $100 out of the cash register while employed at Circle K in Lisbon on Sept. 16, 2015.

A pretrial was set Feb. 3 for Karl Boyd, 42, Calcutta Smith Ferry Road, East Liverpool, charged with theft for allegedly failing to scan and pay for 15 items totaling $92 at the Calcutta Walmart on Oct. 16.

A pretrial was set Jan. 30 for Herbert Jones, 36, Youngstown, charged with resisting arrest for allegedly fleeing on foot as police attempted to take him into custody in East Liverpool for an outstanding warrant on Oct. 24. He was taken into custody after a short foot pursuit.

Jimmy Anderson, 34, Pine Hollow Road, Lisbon, was fined $250 and sentenced to 60 days in jail, with 58 days suspended, leaving a balance of two days still to serve in the county jail for obstructing official business. He was ordered to complete 20 hours community service. Anderson was the subject of a suspicious person investigation in Lisbon on Oct. 18 and fled on foot when police found him. He refused to stop running after being told by officers multiple times to stop.

Malik Pullie, 27, Commerce Street, Wellsville, was fined $150 and sentenced to 10 days in jail for drug paraphernalia. The fine and costs were suspended. Pullie possessed fold ups with white powder inside during a traffic stop on Oct. 14, 2023 in St. Clair Township.

A pretrial was set Jan. 28 for Jaclyn Koch, 40, West Main Street, East Palestine, charged with possessing marijuana and open container for allegedly possessing a burnt marijuana joint in her jacket and a half empty open bottle of vodka in her purse while a passenger in a stopped vehicle in East Palestine on Sept. 27.

A pretrial was set Jan. 28 for Teryn Fullerton, 28, Jackson Street, East Liverpool, charged with operating a vehicle impaired first offense, driving under suspension and left of center.

A pretrial was set Feb. 3 for Colby Cooper, 22, Schneider Road, Hanoverton, charged with OVI first offense and OVI breath first offense.

A pretrial was set Jan. 30 for Davin Koons, 21, Depot Road, Salem, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set Jan. 28 for Emily Shelestak, 21, Cheswick, Pa., charged with speeding.

John Barker, 55, East Lincoln Way, Lisbon, was fined $150 for speeding.

Zachary Nastari, 21, Hanna Drive, Hanoverton, was fined $250 for noncompliance.
