Municipal Court
LISBON — In Columbiana County Municipal Court, cases against Jaden Koehn, 22, Mountz Road, Minerva, were bound over to the county grand jury for two counts of burglary, a second-degree felony, for allegedly breaking into two separate Minerva area properties while residents were home, including with children present, on Feb. 4.
Cases against Richard Vecchio, 62, state Route 164, Lisbon, were bound over to the county grand jury for fourth-degree felony assault on a peace officer and misdemeanor resisting arrest and disorderly conduct for allegedly standing in the middle of North Market Street in Lisbon while intoxicated, approaching vehicles as they slowed down and hitting their windows on Feb. 5. He allegedly resisted arrest and pulled away from officers attempting to take him into custody and placed his hands under himself after being taken to the ground, preventing them from handcuffing him, also not willingly sitting in the patrol vehicle. He allegedly kicked an officer in the shin two times while being placed in the vehicle.
Cases against Kevin Frazier, 43, May Road, East Liverpool, were bound over to the county grand jury for fourth-degree felony theft and misdemeanor criminal damaging. On Jan. 30 in East Liverpool, he allegedly took a woman’s keys and stole her 1997 Chevy GMC and then wrecked it, causing damage.
A case against John Pierre Dunlap, 41, Oakland Avenue, East Liverpool, was bound over to the county grand jury for second-degree felony felonious assault and fourth-degree felony domestic violence for an incident Jan. 6 in East Liverpool when he allegedly pistol whipped a woman causing injury that required medical treatment.
A case against Mathew Eugene Shelton, 26, state Route 154, Lisbon, was bound over to the county grand jury for failure to register, a first-degree felony, for allegedly failing to register his address with the county sheriff’s office within three days of moving, as he was required since he’s a convicted sex offender. He reported on Jan. 22, but said he moved to the county on Dec. 11, 2024.
A preliminary hearing was set Feb. 20 for Nicole Haynes, 36, Rose Avenue, Salem, charged with fourth-degree felony domestic violence for allegedly getting into another woman’s face while screaming, causing her to fear for her safety. She also allegedly took the victim’s phone and threw it at her and also struck the victim on Aug. 15, 2024.
A pretrial was set Feb. 24 for Justin Kinser, 34, Homeworth Road, Alliance, charged with aggravated menacing, domestic violence, operating a vehicle impaired second offense, OVI refusal with prior within 20 years, no seat belt and reasonable control. Kinser was accused of threatening another man and consuming alcohol, breaking numerous household items, kicked in the door to a bedroom and kicked or punched a large hole in another door on Feb. 12 in Knox Township.
A pretrial was set Feb. 27 for Sarah Ann Graham, 22, East Main Street, East Palestine, charged with assault for allegedly yelling at a woman, running up to her and punching her in the face, causing injury and breaking her glasses on Feb. 12 in East Palestine.
Chad Sandreth, 53, Densmore Avenue, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence. He was ordered to complete 40 hours community service. He slapped a woman in the face in East Liverpool on Aug. 18, 2024.
Dannie Dabler, 37, Vine Street, East Liverpool, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. She was ordered to complete 20 hours community service. Dabler was accused of yelling and throwing things at a man and hitting him on May 13, 2024 in East Liverpool.
Bryan Martin, 38, Vine Street, East Liverpool, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service. Martin was accused of attacking a woman, ripping her shirt, pinning her down and striking her in the face on May 13, 2024 in East Liverpool.
A pretrial was set Feb. 27 for Christopher Dorsey, 44, Erie Street, East Liverpool, charged with violation of a protection order and criminal damaging for allegedly shattering a truck window in East Liverpool on Jan. 19 and on Feb. 12, yelling at a protected juvenile who was getting off of a school bus in East Liverpool, also yelling at a woman at the bus stop.
A pretrial was set May 19 for Justin Stringer, 33, Niles, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $80 from an undercover agent, then driving to Salem on Feb. 12 for the meeting with the phone used to make the arrangements in his possession.
A sentencing hearing was set Feb. 25 for Alexis Jackson, 20, Globe Street, East Liverpool, who pleaded guilty to theft for failing to scan and pay for seven items totaling $85 at the Calcutta Walmart on Feb. 7.
Anthony Talbert, 30, whose last known address was listed as Grafton, was sentenced to 180 days in jail, with credit for nine days served, for theft and criminal mischief, with the jail time ordered to be served at the same time a a prison sentence he’s currently serving. The theft and criminal mischief charges stemmed from a 2022 incident.
Amber Ice, 32, 10th Street, Wellsville, was fined $500 and sentenced to 90 days in jail for theft and possessing criminal tools for stealing 24 items valued at $89 from the Calcutta Walmart on July 14, 2024, using a seed packet to ring up the items.
Sentencing was set Feb. 20 for Sterling Anthony Henry, 26, Youngstown, who pleaded no contest and was found guilty to possessing instruments to ingest for allegedly possessing a digital scale, baggies and Suboxone strips during a traffic stop on Feb. 11. He was also fined $200 for driving under suspension and marked lanes.
Sentencing was set March 4 for Anna Swickard, 34, and Andrew Swickard, 35, both Wyoming Avenue, East Liverpool, who both pleaded no contest and were found guilty of five counts each of failure to file a city income tax return for failing to file East Liverpool city income tax returns from 2020 through 2024.
A pretrial was set April 10 for Rachel Mazza, 35, West Fourth Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt pipe with residue in St. Clair Township on Feb. 13.
A pretrial was set Feb. 24 for Patrick Hagerty, 40, Vine Street, East Liverpool, charged with possession of drug abuse instrument, unauthorized plate, improper/expired registration and two counts of driving under suspension for allegedly possessing a syringe during a traffic stop on Oct. 26, 2022 in St Clair Township.
A pretrial was set April 7 for Dustin Andrews, 26, state Route 170, East Palestine, charged with drug paraphernalia and possession instruments to ingest. During a traffic stop in St. Clair Township on Aug. 23, 2023, Andrews allegedly possessed drug paraphernalia. On Feb. 11 this year, he allegedly possessed a cut straw with white residue during a traffic stop in Lisbon.
A pretrial was set April 15 for Joshua McIlvain, 41, Miller Road, Lisbon, charged with operating a vehicle impaired first offense, OVI breath first offense and marked lanes.
Ross Betts, 35, McDonald Street, Lisbon, was fined $1,150 and sentenced to 180 days in jail, with 120 days suspended and credit for two days served, leaving a balance of 58 days still to serve in jail for failure to comply with the signal or order of a police officer, OVI third offense, marked lanes and no seat belt. His driver’s license was suspended for three years and he was ordered to complete 40 hours community service. Betts fled when a trooper was attempting a traffic stop on July 22 2024 in Wayne Township.
Jacob Smith, 21, state Route 517, Lisbon, was fined $200 for driving under suspension.
Anthony Panteleo, 58, Monaca, Pa., was fined $100 for an equipment violation amended from traffic control devices.
Chandler Robinson, 26, West Eighth Street, Salem, was fined $180 for no seat belt and two counts non-compliance.
A pretrial was set April 29 for Patrick Weaver, 39, Jennings Avenue, Salem, charged with use of unauthorized plate and driving under suspension.
Millie Richards, 30, Seigler Road, Salineville, was fined $200 for driving while texting and driving under suspension.
Casey Eller Jr., 19, Susan Drive, East Liverpool, was fined $130 for driving under suspension and reasonable control.
Delbert Alford III, 33, Zanesville, was fined $230 for driving while texting, marked lanes and no seat belt.
Robert Westlake, 51, Anderson Boulevard, East Liverpool, was fined $230 for driving under suspension and no seat belt.
A pretrial was set April 29 for Angel Hartley,51, Palisey Street, East Liverpool, charged with driving under suspension, marked lanes and a turn signal violation.

Grand Jury
LISBON — A man accused of possessing a homemade shank while he was in jail in 2023 was served recently with a secret indictment issued by the Columbiana County Grand Jury.
Ta-Ron Tisdale, 30, North Shady Lane, East Liverpool, was charged with possession of a deadly weapon while under detention, a fifth-degree felony, for allegedly possessing a deadly weapon while under detention, specifically a homemade shank, on Aug. 21, 2023.
Also served recently with secret indictments were:
— Christy Dawson, 46, Holliday Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Nov 24, 2024.
— James Anthony Reed, 26, Youngstown, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing psilocybin on June 1, 2024.

LISBON — Two more defendants charged with thefts related to false claims submitted to Norfolk Southern were sentenced recently in Columbiana County Common Pleas Court.
Lauren Dilworth, 30, Park Avenue, East Palestine, was placed on a treatment plan for three years after pleading guilty fourth-degree felonies of grand theft and falsification in a theft offense. She had been accused of submitting fictitious receipts to Norfolk Southern for reimbursement for lodging, food and fuel when she was not displaced by the train derailment. The amount allegedly received by fraudulent means totaled $18,840 from March 21, 2023 through May 6, 2023.
Johnna D. Cozza, 45, West Martin Street, East Palestine, pleaded guilty to a lesser charge of theft, a misdemeanor, with a forgery charge dismissed. She was originally charged with fourth-degree felonies of grand theft and forgery for allegedly using deceptive means to steal $7,950 from Norfolk Southern and forging a rental lease agreement from May 8, 2023 to June 17, 2023. She was sentenced to two days in jail, with credit for two days served.
Also in Common Pleas Court:
— John Soltysiak, 64, Goshen Road, Salem, was placed under community control for 24 months after pleading guilty to tampering with evidence, a third-degree felony, and misdemeanor falsification. He was originally charged with first-degree felony failure to verify change of address. Soltysiak was originally accused of failing to report a change in his address as required of a registered sex offender in 2024 and giving the Columbiana County Sheriff’s Office a wrong address where he had not resided. Court documents alleged he made a false statement and tampered with records.
— Stephanie Igo, 36, state Route 154, Negley, was sentenced to 12 months in prison for violating her probation for domestic violence, a fourth-degree felony. She was given credit for 241 days already served in jail. Igo assaulted a man on Feb. 14, 2023 in Unity Township.
— Sarah Jakacki, 40, North Market Street, Lisbon, pleaded guilty to a lesser offense of carrying a concealed weapon, a misdemeanor, and was placed under community control for six months. A sentence of 180 days in jail was dismissed. She was also fined $200. Jakacki was originally charged with a felony carrying a concealed weapon charge for failing to disclose that a loaded firearm was inside the vehicle during a traffic stop on June 24, 2024 in Center Township.
