LISBON — In Columbiana County Municipal Court, a case against Mark Allen Douglas, 41, Henry Avenue, East Liverpool, was bound over to the county grand jury for fourth-degree felony domestic violence for allegedly assaulting a woman on March 30 in East Liverpool. He was also ordered to serve 80 days in the county jail, with credit for 15 days served, leaving a balance of 65 days still to serve for violating his probation for a case of domestic violence and theft from a Jan. 7 incident in East Liverpool.

A case against Joshua Gallimore, 37, East Liverpool Road, Lisbon, was bound over to the county grand jury for fourth-degree felony escape, fifth-degree felonies of violating a protection order and obstructing official business and misdemeanor resisting arrest amended from a felony. A misdemeanor theft was dismissed. Gallimore allegedly ran from deputies after being handcuffed behind his back on a warrant for a felony protection order violation on April 5 in Madison Township. An affidavit from a deputy said Gallimore jumped down a steep embankment into a river with the handcuffs, with one deputy continuing after him and injuring his right knee. Gallimore ignored multiple commands to stop running.

A case against Noah Tyler Bainbridge, 26, East Pidgeon Road, Salem, was bound over to the county grand jury for failure to verify residence address, a fourth-degree felony, for failing to verify his address for the sex offender registration on March 27.

A preliminary hearing was set April 21 for Devin Lodge, 23, old state Route 344, Salem, charged with felonious assault, a second-degree felony, for allegedly assaulting another inmate at the Columbiana County jail on April 12, with the other inmate suffering a fractured jaw and requiring two stitches. Lodge was also an inmate and was ordered to remain at the jail until the hearing on April 21.

A preliminary/pretrial hearing was set April 21 for Alonna Renee Ligon, 28, Cleveland, charged with third-degree felony soliciting with positive HIV and misdemeanors of possessing criminal tools and drug paraphernalia for allegedly arranging to have sexual activity in exchange for $300 with an undercover agent who responded to an ad allegedly posted by Ligon on a known prostitution website featuring Alonna Ligon formerly known as Davon Ligon offering sexual activity for hire. According to the affidavit by the Mahoning Valley Human Trafficking Task Force agent, an investigation revealed that Ligon allegedly had sexual activity for $130 with a man known to the agent, then Ligon arrived for the meeting with the agent on April 11 in East Palestine with the phone used to make the arrangements and a methamphetamine pipe. The affidavit also said it was learned that Ligon was also HIV positive.

A preliminary hearing was set May 1 for Matthew Runkles, 39, East Martin Street, East Palestine, charged with third-degree felony tampering with evidence for allegedly passing suspected methamphetamine with cash bills to a woman after he was placed in custody during a traffic stop on April 13 in East Palestine. According to the police affidavit, he asked to give his cash to the woman and reached into his pocket and handed it to her in an awkward manner, with the woman cupping the bills in both hands as if to conceal something. A substance was allegedly dropping from the bills when she started to walk away and she started walking faster when asked to stop, with police finding a clear plastic baggie with suspected methamphetamine in her hand, which was allegedly passed to her by Runkles.

A preliminary hearing was set May 1 for Rosie Faulkner, 37, East Martin Street, East Palestine, charged with third-degree felony tampering with evidence for allegedly attempting to conceal suspected methamphetamine that was allegedly passed to her by a man who was taken into custody during a traffic stop on April 13 in East Palestine. According to the police affidavit, he asked to give his cash to Faulkner and reached into his pocket and handed it to her in an awkward manner, with the woman cupping the bills in both hands as if to conceal something. A substance was allegedly dropping from the bills when she started to walk away and she started walking faster when asked to stop, with police finding a clear plastic baggie with suspected methamphetamine in her hand, which was allegedly passed to her by the man.

Brandon Shaffer, 28, Wood Aly, Washingtonville, was ordered to serve 180 days in jail for violating his probation for four separate cases, including charges of three counts domestic violence and attempted strangulation. The charges stemmed from Shaffer assaulting a woman in Columbiana on Feb. 7. He was also accused of head butting a woman and pushing her around on Dec. 28, 2024 in Washingtonville and also throwing her into a wall, breaking the drywall, and pinning her against the wall on Aug. 26, 2024 in Washingtonville.

A pretrial was set July 8 for Joshua Gaumer, 24, Hammondsville, charged with domestic violence for allegedly threatening to punch a woman in the face during an argument at a Salem address on April 1.

Corey Snay, 31, Depot Road, Salem, was fined $350 and sentenced to 180 days in jail, with 170 days suspended and credit for one day served, leaving a balance of nine days still to serve in jail for assault and drug paraphernalia. Snay was ordered to complete 30 hours community service and to have no contact with the victim. Snay was accused of striking a woman in the head during an argument on Jan. 2 in Salem and possessing a glass pipe commonly used to smoke methamphetamine.

Matthew Berger, 47, King Road, Salem, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended form domestic violence. He was ordered to complete 20 hours community service and to stay away from the victim. Berger was accused of striking the victim on top of his head after starting a physical fight with him in his front yard on June 28, 2024 in Butler Township.

A pretrial was set April 24 for Timothy Boggs, 32, Glenn Street, East Liverpool, charged with domestic violence for allegedly attacking a woman by jumping on top of her with steel toe boots on Feb. 17 in St. Clair Township.

A pretrial was set May 1 for Jeffrey James, 45, Seventh Avenue, East Liverpool, charged with domestic violence for allegedly pulling a woman’s hair towards the floor board of a vehicle during a domestic on April 12 in East Liverpool.

A pretrial was set July 7 for Brian Pence, 37, Berlin Center, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $200, arriving in East Palestine on Jan. 15 for the meeting with the phone used to make the arrangements in his possession along with cash.

Michael Allen Petty, 43, Akron, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Petty was accused of requesting sexual conduct for an agreed upon price of $80 from an undercover agent, then driving to Salem on Jan. 15 for the meeting with the phone used to make the arrangements in his possession.

Nathaniel Pei Shi, 26, Pittsburgh, Pa., was fined $450 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 40 hours community service and a 12-hour online prostitution prevention course. He was accused of responding to an undercover familial ad on a known prostitution website and arranging for sexual activity with the females in exchange for $250, the arriving in East Palestine on April 13 for the meeting with $249 and the phone used to make the arrangements in his possession.

Harleigh Crawford, 22, Wilbert Avenue, East Liverpool, was fined $600 and sentenced to 180 days in jail, with 168 days suspended and credit for 12 days served, for two counts of drug paraphernalia, two counts of theft and two counts of criminal trespass. Crawford was accused of possessing a burnt glass pipe during an investigation into a suspicious vehicle in East Liverpool on April 2, of possessing a back pack containing used syringes, cut straw with white residue and a drug scale during a traffic stop on Sept. 16, 2024 in East Liverpool, of trespassing and stealing makeup costing $2.68 from the Dollar Tree in East Liverpool on Sept. 18, 2024 and of trespassing and stealing four times totaling $5 from Dollar Tree in East Liverpool on Sept. 20, 2024

Cynthia Davis, 53, Moore Avenue, East Liverpool, was fined $150 and sentenced to two days in jail, with credit for two days served, for disorderly conduct for yelling at a property in East Liverpool and flailing her arms and yelling “take me to jail” on April 12.

A pretrial was set April 24 for Robert Mack, 45, Woodland Avenue, Salem, charged with theft for allegedly stealing items from the Salem Giant Eagle on April 12.

Steven Shaffer, 41, Moore Avenue, East Liverpool, was fined $250 for possession of drugs for possessing pills and pill bottles with no name on them in his vehicle during a traffic stop on Oct. 13, 2024 in East Liverpool.

A pretrial was set July 1 for James Coulter Jr., 43, state Route 45, Lisbon, charged with operating a vehicle impaired first offense and OVI refusal with prior within 20 years.

A pretrial was set June 23 for Montana Matheson, 24, North Beaver Street, Lisbon, charged with physical control and physical control prohibited CO.

A pretrial was set July 10 for Nicholas Damico, 26, Mineral Ridge, charged with failure to stop after accident, no motorcycle endorsement and reasonable control.

A pretrial was set July 10 for Brandon Kennedy, 32, Girard, charged with a stop sign violation, marked lanes, speeding and three counts of driving under suspension.

James Stetz, 23, Ashtabula, was fined $350 for driving under suspension and expired tags.

Grand Jury

LISBON — A Lisbon woman was served recently with a secret indictment for a weapons-related charge issued by the Columbiana County Grand Jury.

Miranda Wood, 23, East Chestnut Street, Lisbon, was charged with unlawful transaction in weapons, a third-degree felony, for allegedly providing false information to a federally-licensed firearms dealer or private seller.

Also served with secret indictments were:

— Charles Tittle, 52, Forbes Road, Wellsville, two counts nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for two children from Feb. 12, 2023 to Feb. 9, 2025.

— Joseph Long, 48, Jennings Avenue, Salem, fifth-degree felony aggravated possession of drugs, with a specification for forfeiture of money in a drug case, and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing methamphetamine, $32 and drug paraphernalia on July 19, 2023.
