LISBON — In Columbiana County Municipal Court, preliminary/pretrial hearings were set June 30 for Brandon E. Hacker, 32, Jimtown Road, East Palestine, charged with first-degree felonies of aggravated burglary and felonious assault, third-degree felony having weapons under disability and misdemeanors of aggravated menacing, illegal use or possession of drug paraphernalia and menacing by stalking. Hacker was accused of allegedly going to a woman’s apartment in Perry Township and threatening her, saying he had a gun and was going to kill her, threatening to shoot her in the head on June 18. He was found with a handgun on his person and had a small baggie with a crystal like substance in his possession. He also made a threat against a relative of the victim. He allegedly made threats to kill the victim multiple times over the past three months. He was prohibited from having a weapon due to a previous felony conviction. He was also fined $100 for driving under suspension.

A preliminary/pretrial hearing was set June 26 for Justin Davis, 40, West Pine Lake Road, Salem, charged with third-degree felony strangulation and misdemeanor domestic violence for allegedly choking a juvenile unconscious and smacking her, grabbing her by the throat and smacking her in the face on June 18 in Perry Township.

A pretrial was set July 3 for Dillon Michael Gloeckner, 27, Alice Street, East Palestine, charged with assault, offenses involving underage persons and sexual imposition for alleged incidents on June 15 at his residence when he allegedly invited people who worked for him to his house for a pool party, providing underage persons with alcoholic beverages via jello shots and wine mixers, allegedly assaulting two people by attempting to hit one through a glass door and slamming another one against a wall. He was also accused of allegedly attempting sexual contact with another person in the pool and inside the house.

A pretrial was set June 30 for George Montgomery, 71, Allison Street, East Liverpool, charged with domestic violence and two counts of disorderly conduct for allegedly chasing a woman with a piece of fence trying to hit her on June 19 in East Liverpool and then acting disorderly when placed under arrest.

A pretrial was set June 30 for Christopher Joy, 40, Avondale Street, East Liverpool, charged with assault for allegedly running into the road and punching a man in the face, causing him to fall from the scooter he was riding on May 28 in East Liverpool.

A pretrial was set Sept. 23 for Russell Shuttleworth, 44, Warren, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then traveling to Salem on June 18 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Sept. 29 for Marquea Tivis, 31, Birch Road, East Liverpool, charged with theft for allegedly failing to scan and pay for 16 items totaling $156 at the Calcutta Walmart on June 14.

Sentencing was set Sept. 25 for Caleb Hoggard, 22, Grant Street, East Liverpool, who pleaded no contest and was found guilty of theft for stealing two frozen pizzas from Dollar General in East Liverpool on May 26.

Brandon Green, 32, Lisbon Street, East Liverpool, was fined $100 and sentenced to seven days in jail for criminal trespass for trespassing inside an East Liverpool residence on June 20.

A pretrial was set Sept. 30 for John Triner, 63, Center Street, East Liverpool, charged with litter and storage of furniture for allegedly failing to maintain his property, with a large amount of junk and debris outside on May 19 in East Liverpool.

Frank Gough, 58, and Teresa Gough, no age listed, both Annesley Road, East Liverpool, were each fined $50 for two counts each of deposit litter, garbage, trash, or junk on adjacent property for failing to clean up junk from their property by June 6 in East Liverpool.

Tyler O’Rourke, 30, Hillcrest Road, Wellsville, was fined $800 and sentenced to 180 days in jail, with 175 days suspended and credit for one day served, leaving a balance of four days still to serve in jail for operating a vehicle impaired, failure to comply and marked lanes. Another OVI charge was dismissed. His driver’s license was suspended for one year and he was ordered to complete 60 hours community service. O’Rourke failed to stop when officers initiated a traffic stop on June 17.

A pretrial was set Sept. 29 for Kevin Bowen, 49, Darlington, Pa., charged with OVI second offense, OVI breath second offense and reasonable control.

A pretrial was set Oct. 6 for Randall Richards Jr., 48, state Route 45, Lisbon, charged with operating while under the influence of alcohol or drugs, OVI first offense and lighted lights required.

Madison Nicholson, 20, West Main Street, Salineville, was fined $250 and sentenced to two days in jail for speeding.

Harry Wrightsman, 72, Sixth Street, Wellsville, was fined $180 for driving under suspension and unauthorized plate.

Nathan Jackson, 25, Jimtown Road, East Palestine, was fined $150 for driving under suspension.

Brandon Myers Jr., 29, Palissey Street, East Liverpool, was fined $50 for speeding.

Angel Hartley, 51, Palissey Street, East Liverpool, was fined $200 and given a suspended 90-day jail term for driving under suspension and ordered to complete 20 hours community service.

Edwin Huertas, 25, Canton, was fined $180 for driving under suspension and a stop sign violation.

Bailey Shaffer, 26, Chester Street, East Liverpool, was fined $150 for driving under suspension.

Michael Nason, 30, Goshen Road, Salem, was fined $50 for temporary instruct permit required.

Jeremy Gardner, 37, Toronto, was fined $25 for unauthorized plate.

Frank Milhoan, 71, U.S. Route 30, Lisbon, was fined $30 for a seat belt violation, with a charge of permit unlicensed driver to drive dismissed.

Patrick Vitko, 43, Steubenville, was fined $75 for no valid license and a tail lights violation.

A pretrial was set Oct. 2 for Richard Stinson, 64, Youngstown, charged with speeding.

A pretrial was set Sept. 29 for Kenzi Hosack, 18, Beaver Falls, Pa., charged with driving while texting.

A pretrial was set Oct. 6 for Chelsea Yarwood, 34, New Springfield, charged with speeding.

A pretrial was set Oct. 2 for Nicole Rockwell, 35, Chester, W.Va., charged with speeding.

Grand Jury

LISBON– Two East Liverpool residents accused of passing bad checks were each served Thursday with secret indictments issued by the Columbiana County Grand Jury.

Gloria Peddicord, 47, and Shawn Peddicord, 43, both Wilbert Avenue, were each charged with one count of the fourth-degree felony for allegedly attempting to defraud a man with a check written for $17,650 on Jan. 30.

Also served with a secret indictment was:

— Michael Loy Jr., 50, Shafter Lane, East Liverpool, two counts of nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for two children from Jan. 9, 2022 to Jan. 7, 2024.

LISBON — A New Yorker accused in a sex-for-hire case was ordered to serve 30 days in the county jail, with credit for one day served, leaving a balance of 29 days still to serve in jail.

Merabi Khurtsilava, 34, Brooklyn, N.Y., appeared recently in Columbiana County Common Pleas Court for sentencing on a lesser included offense of fifth-degree felony attempted promoting prostitution and misdemeanor engaging in prostitution. Besides the jail time, he was placed under community control for four years and designated a Tier I sex offender with a registration requirement.

He was originally charged with third-degree felony compelling prostitution. Charges of fourth-degree felony attempted unlawful sexual conduct with a minor and fifth-degree felony possessing criminal tools will be dismissed.

Khurtsilava was accused of responding to an undercover ad of an adult female and 15-year-old juvenile and arranging for sexual conduct with both in exchange for $240, traveling to East Palestine on Jan. 21, 2024 for the meeting.

Also in Common Pleas Court:

— George Taylor, 47, state Route 14, East Palestine, was placed under community control for 24 months for misdemeanor domestic violence and ordered to have no contact with the victim.Taylor had been accused of attempting to harm a woman on June 18, 2024 by pushing a kitchen table into her abdomen in Unity Township.
