How do you know they hold a monopoly? The article certainly didn't provide enough evidence to jump to that conclusion, and you're not one to jump to a conclusion with a lack of evidence, right?

I would imagine it's cheaper to have them on retainer than to have an engineering department for a city of Salem's size. You have to have SOMETHING in place, as infrastructre sometimes requires engineering.

...submit a possible list to Howells & Baird, which does engineering for the city. The firm will estimate the costs for the streets in question, then based on what's determined to be available in the capital improvement fund, the city will prioritize what streets can be resurfaced.

How did Howells & Baird acquire this monopoly over our tax dollars?
