Highway Patrol

— Mark A. Morlan, 41, of Canfield, was cited for failure to yield after he pulled from a private drive onto state Route 45 in Center Township and struck a car being driven by Brittany E. Kindle, 23, North Lincoln Avenue, Salem, at 12:15 p.m. Wednesday.

— Fritz Ziegler, 69, Randel Road, Hanoverton, was cited for failure to yield after he pulled into the path of Daniel Skinner, 50, Bloomfield Road, East Liverpool, and struck Skinner’s semi-trailer at the intersection of state Route 172 and Depot Road in Hanover Township at 11:30 a.m. Tuesday.

— Daniel G. Hippley, 64, Winona Road, Winona, was cited for assured cleared distance after he struck the rear of a stopped pickup truck operated by Diane K. Stock, 68, Winona Road, Winona, at the intersection of state Route 9 and Whinnery Road in Butler Township at 9:50 a.m. Tuesday. Dawn M. Shaffer, 41, also of Winona, was riding with Stock and she was taken to the hospital after complaining of neck pain.

— Tabatha A. Garman, 17, West Clark Street, East Palestine, was driving on state Route 14 in Unity Township when she went off the road, overturned and struck a utility pole at 2:49 a.m. Tuesday. Garman had to be cut out of her crossover SUV by Columbiana firefighters. Garman and her passenger, Marnie E. Garman, 39, same address, were both taken by ambulance to a local hospital with non-incapacitating injuries. Charges are pending.

— Syndney M. Davis, 16, state Route 7, New Waterford, was cited for failure to control and having too many passengers after she went off the road and rolled her car while driving on Metz Road in Unity Township at 2:14 p.m. Sept. 4. Davis declined medical treatment, along with her passengers: Morgan E. Sebastian, 18, Millrock Road, New Waterford, Carly C. Mustake, 16, Metz Road, New Waterford, and Dustin R. Henderson, 35, Hatcher Road, New Waterford. A witness estimated Davis was driving 60 to 70 mph at the time.

— Isaiah M. Matthews, 23, St. George Street, East Liverpool, was cited for failure to yield after he lost control on a curve and his car went off the road, striking an embankment, while driving on state Route 45 in Yellow Creek Township at 12:07 a.m. Aug. 29. Matthews suffered head injuries from striking the windshield. His passengers — Curtis D. Holland, 21, of East Liverpool, and Joey L Morris, 21, Wyoming Avenue, East Liverpool — were transported to a local hospital with non-incapacitating injuries.

— Mitch L. Long, 22, Lincoln Street, Minerva, was cited for failure to control and leaving the scene of an accident after he went off the road and struck a mail box while driving on Stump Road in West Township at 1 a.m. Sept. 3. Long’s license plate was found at the scene, which is how the patrol determined his vehicle was involved. Long said his brake lines had failed but he had them repaired.

— Donovan D. Garcia, 16, Elkton Road, Lisbon, was cited for failure to control after went off the road and grazed a guardrail before ending up in a ditch and overturning while driving on Middle Beaver Road in Elkrun Township at 8 a.m. Sept. 2. Garcia suffered injuries to his hands, which he cut while punching out the windshield to get out of his pickup truck.

— Seth S. Shankel, 22, of Mechanicstown, was cited for assured cleared distance after striking the rear of a pickup truck driven by Richard B. Choate, 56, Lynchburg Road, Kensington, at the intersection of state Route 9 and Montgomery Road in Hanover Township at 6:08 p.m. Sept. 3.

— Brandon A. Dustman, 23, Fair Avenue, Salem, was cited for failure to control after he lost control of his motorcycle while turning from Georgetown-Damascus Road onto Georgetown Road in Knox Township at 6:35 p.m. Sept. 3 and was ejected. No medical treatment was required.

— Andrew J. Proya, 16, Columbiana-Canfield Road, Columbiana, was cited for driving an unsafe vehicle after he struck the rear of a car being driven by Corbin M. Croom, 21, of Youngstown, while driving on state Route 7 in Fairfield Township at noon Saturday. The trooper found brake fluid leaking from the brake line on Proya’s pickup truck and that the pedal went straight to the floor.

— Casey I. Matie, 53, of Carrollton, was cited for failure to control after he struck a guardrail on his motorcycle and was ejected while riding on U.S. Route 30 in Hanover Township at 10:30 a.m. Saturday. Matie, who was wearing a helmet, declined treatment.

— Trucker Richard W. Parr Jr., 50, of Orrville, was cited for failure to control after he swerved to miss a motor vehicle stopped in the road and struck a mail box before going into a ditch. This occurred across from the Robert Bycroft School on state Route 172 in Center Township at 7:45 a.m. Friday.

— Samuel Z. Henderson, 37, of Weirton, W.Va., struck a deer while driving on state Route 11 in Elkrun Township at 7:10 a.m. Friday.

— An unknown motorist driving on Roller Coaster Road in Madison Township went off the road at 11:42 p.m. Thursday, striking a mail box, 13 trees and a retaining wall on the property of Melissa L. Mellon. The motorist, who left the scene, also struck a parked car belonging to Harvey E. Galbreath.
