LISBON -- Bids opened Tuesday morning for the two-part Lisbon water tank and north end pressure improvement project came in close to the estimates, making Lisbon water officials happy.
"I was pleased there were as many bids as there were," Lisbon senior water plant operator Chris Peterson said.
"The bids received were good. They were right in the range we were expecting," Jon Vollnogle of the engineering firm Howells and Baird said.
The bids will be reviewed, along with the equipment lists for each bidder, with a recommendation pending.
Low bids totaled $1,249,245 from X-Press Underground Inc. of Petersburg for the water lines and booster station and $2,725,000 from Maguire Iron of Sioux Falls, S.D. for the tank. The estimates were $1,502,500 for the water lines/booster station and $2,970,000 for the tank.
Other bids for the tank included $2,996,600 from Caldwell Tanks of Louisville, Ky., and $3,040,495 from Phoenix Fabricators & Erectors LLC from Avon, Ind.
Other bids for the water lines/booster station included $1,466,284 for S.E.T. Inc. of Lowellville, $1,594,754 for J.S. Bova Excavating LLC of Struthers $1,889,804 for Utility Contracting of Youngstown and $1,564,448 for Yarian Brothers Construction of Columbiana.
Vollnogle said he's expecting construction to begin in July. Both he and Bill Hoover, who serves as the chairman of the Lisbon Board of Public Affairs, said the project will increase pressure for the north end of town. Peterson said it will also result in additional water storage.
The current tank located off of state Route 45 to the north of the village holds 300,000 gallons of water. The new tank will hold 500,000 gallons. Both Hoover and Peterson said this will improve water availability for firefighting, too.
Funding sources include $3.2 million from the Ohio Environmental Protection Agency for an interest-free loan and principal forgiveness and $250,000 from the Appalachian Regional Commission, with more funding expected from the OEPA.
Other projects pending for the water department include the North Market Street sewer line replacement project through the OEPA from Saltwell Road to Jerome and a water line extension/loop project on Lisbon-Canfield Road to Vincent Lane to Adams Road and back south on state Route 45.
For the sewer line replacement project, the line will increase in size from an 8-inch to a 12-inch and is estimated to cost in excess of $1 million. The project isn't expected to begin until 2025 to 2026 as funding is lined up. The loop project was already designed, with the village applying for funding.
"These projects are why we increased rates the last few years, so we would be eligible for loans and grants," Hoover said.
There are no plans at this time for any additional rate increases except for the yearly increase, he said.
