SALEM -- The Salem school board this week approved the revised five-year financial forecast for fiscal year 2023, presented by school Treasurer Michael Douglas.
In the state of Ohio school districts are required to submit a five-year forecast to the state in October and then revise the report in May each year, with the intention of helping districts manage their financial resources. The figures are based on the district's current revenue and expenditures and are projected out to five years. This year's report shows an increase in final balance year over year until 2027, when the district will see a slight drop while remaining in a positive balance.
This year's report shows the projected end balances for the next five years to be: $4,823,783 in 2023, $5,776,093 in 2024, $6,399,417 in 2025, $6,438,480 in 2026 and $5,858,014 in 2027.
The board also took time to recognize the retirement of Joann Dombroski after 14 years; as well as staff that had served for 25, 30 and 35 years respectively.
Staff that served for 25 years included: Willi Colbert, Jeff Andres, Al Tucciarone and Mary Groff.
Staff that served for 30 years included: Nicole Rothbauer, Kathleen Piero, Michele Hoopes and Karen Navoyosky.
Staff that served 35 years included: Gina Powell and Mary Beth Shivers.
The meeting also saw the members of the Salem Key Club receive certificates of recognition from Mahoning County Prosecutor of Gina DeGenova for their support of the annual Mahoning County domestic violence fundraiser.
Other business included the approval of a number of personnel and administrative items as part of a consent agenda.
Personnel items approved included: athletic supplementals for the 2023-2024 school year; non-teaching continuing contracts for Treasurer's Assistant Lori May from July 1, 2023, through June 30, 2025, and EMIS Coordinator Paulette Stahl from July 1, 2023, through June 30, 2026; administrator contracts for Aug. 1, 2023, through July 31, 2026; the hire of Matthew Yanek to tutor a homebound student; certified substitutes; the hire of Carolyn Cecena, Jill Maenz and Michelle Schreffler as summer custodial help at a rate of $14.07 per hour; summer school instructors for the 2022-2023 school year; workers for the Kennywood field trip; a three-year administrator contract for Literacy Specialist Shelley Wilson; and staff for the summer lunch program.
Administrative items approved included: graduates for the class of 2023; the 2023 high school credit recovery program; an agreement between Salem City Schools and the Educational Service Center; the high school band trip to Norfolk Virginia; a contract with the State Auditor's Office for GAAP Conversion services up to $7,500 per fiscal year; adoption of the 2024 Salem Public Library tax budget request; an agreement with the Educational Service Center of Columbiana County Governing Board for fiscal year 2024; a memorandum of understanding with the Ohio Association of Public School Employees; and a contract with the Summit Educational Service Center Governing Board for audiology services.
