Council members want more information on electric aggregation proposal in Lisbon

LISBON -- Council members on Tuesday indicated a need for more details regarding an electric aggregation proposal aimed at saving residents money on their electric bills.

Councilwoman Dawn Thomas, who serves as council president, asked if the representative from Trebel Aggregation could come back. She wants to know about the rate and the length of the aggregation.

Larry Taylor of Trebel Aggregation attended the last meeting to discuss the company's program, which gives residents not already locked in with a provider an opportunity to receive an opt out letter. If they do nothing, they become part of the program. If they don't want to be part of the program, they can opt out.

With an opt-out electric aggregation program, the village would select a company to make a deal on behalf of village residents for one fixed rate for a set number of years. At the previous meeting, Taylor said he couldn't really tell them what the best rate would be since they would need to shop around. At that meeting, he said the current going rate was .065 per kilowatt hour, which is cheaper than Ohio Edison which just increased to .1239 per kilowatt hour.

Mayor Peter Wilson said he talked to some residents and was surprised that some are paying the Ohio Edison rate. He felt that they may be confused or intimidated by the process of shopping for a provider.

One village official reported he locked in at 8 cents per kilowatt hour for two years with a company.

Wilson said Taylor was willing to come back and he would try to arrange that for the next meeting, which is set for 6:30 p.m. July 25.

In other business, council selected Transystems of Poland to conduct right-of-way acquisition services for the Grant Street bridge project at a cost of $6,230. The other proposal came from AECOM of Akron for $6,850.

The dates for the Lisbon Fraternal Order of Eagles-funded free swim weekend were announced as July 22 and July 23 at the Sadie Van Fossen Pool, with the Lisbon Area Chamber of Commerce Beautification Committee providing free snacks in the form of hots dogs and chips.

Village Zoning Inspector Zack Barkley said he's still waiting for some comments on the zoning code rewrite and working on the draft.

In Bureau of Public Affairs business, Bill Hoover reported the village experienced a serious water leak on a recent Friday afternoon, thanking the street department and police department for their assistance. He noted they fixed the leak without shutting off the water. Hydrant flushing on the east side of town has been completed, with flushing beginning on the west side. He also said the water department was working on curb stops, with assistance from the street department.

Hoover reported the Center Township trustees contacted the water department, apparently upset over an upcoming project and questioning if township residents would be forced to tap into the water line. Plans call for a water line extension/loop project on Lisbon-Canfield Road to Vincent Lane to Adams Road and back south on state Route 45. Hoover said they spoke with trustees and assured them that the line will be there if residents want it, if they don't, that's fine.

Council will have a work session at 5:30 p.m. July 24 to address questions regarding the proposed solar project. A finance committee meeting will be held at 5:30 p.m. July 18.
