LISBON -- Columbiana County's Automatic Data Processing Board will meet one last time today, then cease to exist effective Wednesday.
Both Commissioner Mike Halleck and county Auditor Nancy Milliken explained the elimination of the board eliminates an unnecessary step for the purchase of equipment for electronic data processing, records or software.
That's what Halleck said after the commissioners voted last week to eliminate the data board.
Milliken agreed, saying "we're just eliminating a step."
The board included the auditor, recorder, clerk of courts, treasurer, one commissioner and one representative from the board of elections.
Any department wanting to make a purchase of equipment related to data had to run it by the data board first. Milliken said there was no reason to have it. Each department spends it's own money on the equipment.
Milliken said now those purchase orders will go straight to commissioners and if something seems "out of whack" they can question the proposed purchase. The only way the auditor can do anything is if there isn't enough money in a department's account to cover the purchase.
After the action had already been taken, county Recorder Jim Armeni questioned what happens to the advisory committee that was under the data board, with Commissioner Roy Paparodis saying he didn't have the answer to that.
Halleck asked Armeni if he had some recommendations, with Armeni mentioning that a single source IP had been discussed and more discussion was needed.
In other business, commissioners awarded the multi-highway county paving project to Shelly Company-Northeast Division for $1,892,889, which was the low bid. The only other bidder was NLS Paving Inc. for $2,156,150.
The paving list covers portions of the following roads: under the county, Calcutta Smith Ferry Road, East Liverpool Road, 10th Street Extension and Strader Road; for Liverpool Township, Lantern Street, Lighthouse Court, Candle Street and Hess Road; for Washington Township, McGovern Road; and for West Township, Augusta Road.
The commissioners also accepted bids that were opened for the Metz Road culvert replacement project, with the county engineer planning to review the bids for a recommendation. The low bid came from
Shook Company for $333,333. Other bidders included Eclipse Co. for $402,354 and S.E.T. Inc. for 434,970.
The commissioners approved requests by Columbiana County Department of Job and Family Services Director Rachel Ketterman to increase the contract ceilings for two contracts, decrease the ceiling for one contract and terminate a contract, all paid through the Senior Services Levy.
The ceiling on a contract for public guardian Karen Reaggle was increased by $2,000 to bring the total to $6,000, the contract for homemaker/chore/home health aide services through Small Town USA LLP was increased by $10,000 to bring the total to $40,000, and the contract for public guardian Jamie Bates was decreased by $500 down to $1,500. The public guardian contract with Nicole DeRuyter was terminated since she's no longer a public guardian.
The commissioners also: requested no hearing for the liquor license permit for Lisbon Petroleum LLC, doing business as the J.T. Pit Stop LLC, state Route 164, Wayne Township; adopted a resolution for a $5,000 American Rescue Plan Act expense to assist the Lisbon Historical Society; authorized board president Paparodis to sign Local Emergency Planning Committee application of member appointments; authorized the county auditor to sign the appraisal agreement with Industrial Appraisal Co.; and tabled requests for permission to hunt on county-owned County Home Road property.
The next commissioners' meeting will be 9 a.m. Wednesday in the downtown courthouse.
