Hearing set for wind, solar bans in remaining Columbiana Countytownships

LISBON -- The three remaining townships in Columbiana County to not ban large solar facilities and large wind farms in their unincorporated areas are moving forward to do just that.

St. Clair, Liverpool and Yellow Creek townships submitted resolutions for bans last week, with Columbiana County Commissioners accepting those resolutions on Aug. 23. On Wednesday, commissioners set the date for the public hearing on the proposed bans for Oct. 4.

As part of the requirements related to the public hearing, letters regarding the bans will be sent to local libraries and schools in the affected areas and advertised.

Commissioners recently added Elkrun, Hanover, Knox and Madison to the list of townships banning large solar facilities and wind farms. That vote took place Aug. 23 with no comment from commissioners. The approval of the bans left just St. Clair, Liverpool and Yellow Creek as the only townships without solar and wind bans.

Bans had already been approved for the unincorporated areas of Butler, Center, Middleton, Salem, Unity, Wayne, Washington, Fairfield, Franklin, Perry and West townships.

The Kensington Solar project, located in Franklin Township, won't be affected by the ban in Franklin Township because the vote came after the project plans were already submitted. The project remains pending before the Ohio Power Siting Board.

In other matters, commissioners approved Youngstown Cycle & Speed the use of the courthouse parking lot on Oct. 7 for the businesses grand opening in the village. Youngstown Cycle and Speed services all makes and models of motorcycles and sells parts and riding gear. The business will occupy the location that was previously the Bye-and-Bye hardware store located at 124 S. Market St..

Commissioners also approved an emergency paving project at the municipal courthouse.
