LEETONIA--The village council approved several pieces of legislation in its October meeting.
The meeting saw the approval of six pieces of legislation, including three items pertaining to the recently proposed energy special improvement district and a pair of resolutions for the auction of village equipment, and first readings given to two more items.
The trio of legislation for the improvement district included: a resolution approving the petition for creation of the Leetonia Energy Special Improvement District and for special assessments; approving the necessity of acquiring, constructing, equipping, improving and installing certain public improvements in the village of Leetonia in cooperation with the Leetonia Energy Special Improvement district; an ordinance determining to proceed with the acquisition, construction, equipping, and improvement and installation of certain public improvements in the village of Leetonia in co-operation with the Leetonia Energy Special Improvement District; an ordinance levying special assessments for the purpose of acquiring, constructing, equipping, improvement and installation of certain public improvements in the village of Leetonia in cooperation with the Leetonia Energy Special Improvement district; and approving a co-operative agreement to be entered into for the financing of those improvements.
The resolution received its third reading for passage, while the council elected to pass both ordinances with the emergency clause.
The pair of resolutions for the auction of village equipment, both of which were passed with the emergency clause, included a resolution authorizing the sale of village property no longer needed, or otherwise obsolete or unfit for public use or the use for which it was acquired by internet auction, and a resolution authorizing the auction be conducted through Baer Auctions.
The list of property to be auctioned includes: a 1995 diesel American Road Machinery leaf vacuum; a 2002 Landa Pressure Washer hot water washer; a 2015 Cub Cadet 54-inch 25-horsepower zero-turn mower with deck; a 1995 Troy-Bilt 11.5-horsepower CS 4325 chipper/shredder; a 1990 225-amps, 16-horsepower Lincoln welder on trailer frame; a 1975 2X 318 CID short block crate motor; a 1998 Wacker Nelson 16-horsepower 4-inch water pump; a 1990 gas-powered American Road Machinery leaf vacuum; and miscellaneous items including chairs, tables, and filling cabinets.
The list originally contained the 1998 Mitts and Merrill industrial brush woodchipper, however, as it is the village's only current stand-alone woodchipper, council elected to strike it from the list of times to be auctioned. It should also be noted that the village currently has three leaf vacuums meaning that following the auction the village will still have one at its disposal.
Other legislation approved included a resolution amending the village appropriation budget.
Legislation that received first readings included: an ordinance approving and granting consent to the Director of the Ohio Department of Transportation Authority to apply, maintain, and repair standard longitudinal pavement marking and erect regulatory warning signs; to remove snow and ice, and use snow and ice control materials; perform maintenance and or repairs on state highways within the village corporate limits; and, an ordinance updating the rules and regulations of the Oakdale Cemetary.
Councilwoman Suzanne Tobuck also provided an update on the planning for this year's Light Up Night. Tobuck said that in addition to the village's annual festivities, including the annual tree lighting, a visit from Santa Claus, and cookies and hot coco, the festive fun would be expanding this year. Light Up Night will be expanding into a full-day event from 1-8 p.m. Nov. 25 and will feature ice skating for the first time.
Tobuck said that village would be renting a rink from EZ Ice Rinks, for approximately $6,562.84, which includes the costs of the rink, setup, lighting, seating and skates. Tobuck also said this year will see a choir assembled for caroling, the Smoke Worx food truck and potentially an ice cream truck. Tobuck said that while she had secured some sponsors for the event thus far, the village was still seeking sponsors, and that anyone or any businesses interested in sponsoring this year's event should contact her.
Financial matters approved included the transfer of $12,000 from the General Fund to the Street Fund; the purchase of two lighted stop signs for $400; and, collapsible cones for $150 for the fire department, for a total of $550.
Personnel matters included approval of the promotion of Officer Bill Webb to Sergeant. Police Chief Allen Haueter said that Webb had agreed to remain at his current rate of pay until annual pay raises were discussed.
The Village Council will meet next 6:30 p.m. Nov. 1.
